Le gouvernement Bouchard n'aime pas la différence

La corporation Chez ma cousine velyne, une maison d'accueil pour
itinérants toxicomanes actives, et atteints du VIH, compte fermer ses
portes au mois de décembre prochain. L'aide pour l'exercice financière
98-99, promise par le gouvernement péquiste, leur a été niée.
Cette maison, différente des autres maisons SIDA à Montréal, existe
depuis trois ans. Elle a accueillit les exclus des exclus: hommes et
femmes de la rue qui ne cadrent pas dans les autres services sociaux car
ils sont multiproblématiques.
Avec une capacité pour 11 résidants-es, la Corporation travaille sur la
base d'un programme expérimentale en toxicomanie: la réduction des
méfaits. Au mme temps, elle offre un lieu, une dernière demeure pour
que ces personnes puissent mourir en toute dignité.
MAIS LA RGIE DE LA SANT ET DES SERVCES SOCIAUX SOUTIENNE QU'IL Y A
BEAUCOUP DE MAISONS SIDA MONTRAL.
Mais les cadres rigides de ces autres ressourses, font en sorte, que les
itinérants de Chez ma Cousine velyne, ne soient pas recevables.
Voici un tableau de la clientèle de cette organismes:
Séro-positifs et sidéens diagnostiqués.
Toutes les types de toxicomanies.
tat de santé générale détérioré au moment de l'admission.
Hépatite B et C chez presque la moitié des résidents-es.
Hépatite A.
Korsakoff.
Sarcome de Kaposi.
Troubles cardiaques, troubles alimentaires, troubles du sommeil et du
comportement, voici avec qui travaillent jour et nuit les intervenants-es de
Chez ma Cousine velyne.
Le plus dramatique dans toute cette histoire, ce que ces personnes qui
venaient de la rue, vont se retrouver dans la rue au mois de décembre.
Comme je vous l'ai mentionnée plus haut, le grand drame de cette
clientèle, toxicomanie, maladies mentales et Sida, (multiproblématique)
est celui de ne pas cadrer dans les services sociaux actuels trop sectorisés.

New IMF loan is poison pill
The Bagong Alyansang Makabayan today warned that the $260-million loan
obtained by the government from an IMF standby facility will do the country
more harm than good. Instead of procuring more loans, Bayan said, the
government should have declared a debt moratorium instead.
"Borrowing from the most conservative global financial institution at this time
is like committing suicide," said Teodoro Casiño, Bayan Deputy Secretary
General. "The strict and severe conditionalities attached to this 'new' loan
only tighten the noose around the Filipinos' necks," he said.
The IMF is set to release some $260 million as part of standby deal. An
IMF review team is in the country to assess government's compliance with
economic targets, after which, a second tranche amounting to $130 million
will be released.
However, Bayan said, the loan comes with painful conditionalities. Among
which are tighter fiscal and monetary policies, tax reforms, streamlining
of the bureaucracy, privatization and further trade liberalization.
"The Estrada administration should realize that these policies are the very
reasons why our economy and the rest of Asia are in deep crisis. Years of
IMF-World Bank structural adjustment programs, coupled with accelerated
trade liberalization under GATT and the World Trade Organization have produced
structurally weak economies," said Casiño.
Bayan said enforcing such measures now will only worsen the situation. "The
conditionalities actually meant lower government spending, higher prices as
a result of new taxes, privatization and high interest rates, more layoffs
and the closure of more small and medium enterprises," said Casiño.
Bayan said that if the government is badly in need of cash, it can suspend
debt payments. "This way, the government will spare Filipinos from such
torture," said Casiño. As of June this year, the country's total foreign
debt amounts to $45.7 billion. ###

Grand olympic hotel, Thurs: Food security is emerging as a major issue in
the APEC region and in other Asian countries following liberalisation of
agricultural trade, said participants at the Forum on Land, Food Security
and Agriculture.
Agricultural trade liberalisation has hit farmers and consumers in the
region, causing increased landlessness, unemployment and food shortages.
Food prices, in many countries, have gone beyond the reach of the common
people, and many of them now go hungry or eat less, they said.
"We must remove agricultural trade and food from the purview of the
WTO and other trade agreements. As long as we do not do this, there is no food
security. And this is the challenge to the poor", the forum said.
"Domestic hunger is always the outcome of free trade in agriculture," said
Dr Vandana Shiva, Director of the Research Foundation for Science, Technology
and Ecology. "And the people who go hungry are those who can grow their own
food if they are allowed to do so. But today's totalitarian
corporate-controlled food system doesn't allow this. So small farmers,
fisherfolk and indigenous people are all affected. Yet, the only people who
can work the land for food are the landless workers." "Food should be taken out
of trade agreements; and food and seeds out of the intellectual property rights
system. Food rights should be at the centre of food production in a deeper
ethnical system of sharing and caring. And each one of us carry responsibility
for this. Through united action, we can turn the logic of the powers-that-be
and the corporations.
All trade agreements merely legitimise organised greed," she said. "And if you
are not greedy, you are illegal; if you save or share seeds, you are
illegal, storing food is illegal, small fishermen trying to earn their
livelihood through fishing is illegal..." These are then justified under
the term "competitive advantages". India, for example, has been told not to
grow food, but to grow and export shrimp (through aquaculture) and flowers, and
also meat for a competitive advantage. But, every US dollar earned from meat
export has destroyed US$15 of local food economy, and every dollar earned from
aquaculture export destroys US$5-US$10 worth of local economy. One dollar
earned from flower export can import only a quarter of the food that can be
grown with the same resources.
Sarojeni Rengam of Pesticide Action Network (PAN) Asia and the Pacific
said what Asian countries were experiencing was not just a food crisis but
a "human crisis", because it had not only economic, but political, social
and cultural impacts. Countries such as Malaysia, Thailand, and Indonesia
faced severe problems destabilising households and community as they pushed
hard for industrialisation and exports of "high-value" crops and neglected
food production. Food is not merely a commodity - it is a source of
livelihood, survival, and identity, and essence of culture for communities.
In Malaysia, cereals accounted for 48.1% of last year's RM4.7 billion
food import bill deficit. Food prices have jumped 40% - 60% this year and
thousands of jobs lost and minimum wages frozen following the financial crisis,
which was an offshoot of globalisation. "Women are the hardest
hit," she said. "Violence against women has risen as food availability
decreased in the family. We cannot gamble our means of existence on market
speculation," she warned.
"Food security requires that we back away from trade liberalisation in
agriculture and food production, and construct national policies that
promote sustainable agriculture that ensure a high level of public control
over agricultural production and distribution, and that guarantees food to
all Malaysians."
The forum was unanimous in its rejection of APEC, its principals and
activities. But, "where should we be going from here?" asked Mika Iba of
the Network for Safe and Secure Food based in Japan. The GATT revision is
due in the year 2000, and "it is an opportunity for Southern agricultural
countries to work for the scrapping of the agricultural agreement from the
WTO," she said.
Later, addressing a press conference, Rafael Mariano, Chairperson of the
Peasant Movement of the Philippines, representing also the National Patriotic
Alliance, said that local markets in the Philippines have been dumping grounds
for food imports following agricultural trade liberalisation. Peasants have
lost their land, unemployment was increasing, and more and more consumers are
left with no purchasing power to buy food. Landlessness is the key question in
the Philippines, he emphasised.
"Among every 10 land tillers, seven do not own land and pay exorbitant land
rents. For food security, the Philippines has to address the question of
landlessness, and break land monopoly."
Brewster Keene, who also addressed the press, said corporations were
increasingly controlling food production and trade, and now, seeds through
genetic engineering and patents. "This is leading to the control of the
whole food chain, and the companies are deciding what we should eat, which
is alarming." The large corporations are now pushing genetically engineered
foods, "but if the public knew what was going on behind their promotion of
genetically engineered foods, the companies will be in trouble".
He said the "losers" in trade liberalisation, namely peasants,
fisherfolk and indigenous people, should form a "common alliance" with other
people in fighting against this unfair system.

While swift in clearing the Marcoses and their cronies of their graft and
corruption charges, the Estrada administration keeps mum on the issue of
justice for all victims of human rights violations. And like the past two
administrations, the Estrada government does not seem to move a finger to
grant justice to the salvaging of labor leader Rolando Olalia and his
fellow unionist Leonor Alay-ay.
Today marks the 12th year of the death of Ka Lando and Ka Leonor. Albeit
the testimonies of credible witnesses who point to the RAM
(Rebolusyonaryong Alyansang Makabansa, now Reformed the Armed Forces
Movement) as the culprits of that henious crime twelve years ago, justice
has been delayed and justice has been denied to the families of the victims.
Though the case against the RAM has been filed at the Antipolo Regional
Trial Court last May 13, the court has not issued warrants of arrest to the
alleged perpetrators. In fact, Judge Felix Caballes himself has refused to
handle this case. "Judge Caballes lack of courage to handle this case has
been one of the reasons why the double murder case against members of the
RAM has not proceeded. There is no Temporary Restraining Order (TRO), or
any other order for that matter, that would prevent him to issue the
warrants but why doesnt he want to take up the cudles against the RAM?
What is he afraid of?" asked Marie Hilao-Enriquez, secretary general of the
human rights group KARAPATAN.
According to the families lawyers from the Public Interest Law Center
(PILC), they have actually filed a petition for the change of venue, first,
because of the extreme security problems of the families, the witnesses and
the lawyers themselves and second, because the Antipolo RTC has refused to
try the case. However, the case continues to be held at bay in the said
court due to the judges inaction on this petition.
"The delays in this case has made us come to the conclusion that power and
influence, which the RAM and its members revel up to this day, have
thwarted the cry for justice of the families of Ka Lando and Ka Leonor and
all the workers of the land who have been the target of the states
oppression and exploitation," said Hilao-Enriquez.
"We also see the lack of political will on the part of Justice Secretary
Serafin Cuevas to resolve this case. Though the families of the victims
have raised this issue numerous times, President Estrada and Secretary
Cuevas have made themselves the abortionists who have collaborated against
the interest of the victims and have allowed the miscarriage of justice,"
said Hilao-Enriquez.
Amidst the injustices which continue to hound the victims of all human
rights violations, the president has pronounced that he is "a man for human
rights and democracy". However, until justice is served to Ka Lando and Ka
Leonor and all victims of human rights violations, these sweet expressions
will remain nothing but rethorics.

1. KRACH ET BULLES , CRISES ET KRACH ?
Le spectre du krach de 1929 revient hanter spéculateurs et
gouvernants. Et si celui de Wall Street, en 1987, n'avait
constitué qu'un avant-goût local d'une dépression cette
fois-ci mondiale ? Le moment serait-il venu de payer la
facture complète de presque deux décennies de
déréglementation, de bulles financières et commerciales,
et de carte blanche laissée aux spéculateurs ? Au début des
années 80, le tandem Reagan-Thatcher avait ouvert une voie
dans laquelle l'Europe - et notamment la France des
septennats Mitterrand - allait s'engouffrer avec
l' objectif 92 : mise en place du fameux grand marché
et libéralisation totale des mouvements de capitaux. On vit,
pendant l'hiver 1994-1995, au Mexique, les ravages sociaux
que pouvait entraîner une telle liberté . Ils étaient
cependant limités géographiquement. Tel n'est pas le cas de
ceux, déjà immenses et répartis sur tous les continents,
provoqués par le séisme parti d'Asie orientale en 1997, et
dont rien ne semble pouvoir empcher la propagation.
L'ultralibéralisme signe ainsi lui-mme le bilan de la
faillite de ses dogmes.

2. BANGKOK, TOKYO, WALL STREET, BERCY
Ceux qui portaient aux nues la mondialisation des marchés
devraient tre les derniers surpris du caractère systémique
de la crise financière et économique. Certes, de la
Thalande - d'o partit le séisme en juillet 1997 - à la
Russie, en passant par la Malaisie, l'Indonésie, les
Philippines, la Corée, etc., on peut chaque fois trouver des
raisons spécifiques pour expliquer l'effondrement des
monnaies, la panique moutonnière des capitaux volatils et le
caractère désastreux des interventions du FMI visant
prétendument à les sauver . Mais tous rivalisaient
d'ardeur pour s'intégrer à l'économie globale . Tous, et
le Japon avec eux, sont maintenant entrés en récession. Les
Etats-Unis, selon certains observateurs, sont menacés du
mme sort. Et l'Europe ? Les gouvernements des Quinze, qui
préconisent une baisse des taux d'intért pour soutenir la
croissance, ont en face d'eux des banquiers centraux qui la
refusent. Mais qui, aux termes du traité de Maastricht, a
confié ce pouvoir exorbitant à des autorités monétaires non
responsables devant qui que ce soit ?

3. LE POLITBURO DE L'INTERNATIONALE ULTRALIBRALE
On aurait pu attendre des organisations, dites
internationales , à vocation économique et monétaire
qu'elles constituent un contre-pouvoir à l'emprise du
capital financier et des firmes géantes. Or, si l'on excepte
le PNUD et la CNUCED, elles semblent n'avoir d'autre
finalité que de promouvoir et d'imposer les intérts des
acteurs qu'elles sont censées contrôler. Au point de
constituer le politburo d'une Internationale
ultralibérale communiant dans le culte du marché. Dans cette
instance informelle, l'OCDE joue le rôle de commissaire
politique, et elle a largement fait ses preuves dans
l'affaire de l'AMI. Les fonctions plus opérationnelles sont
dévolues à la Banque mondiale et au FMI, qui ont à leur
actif la dislocation du tissu social d'un grand nombre de
pays ; à l'OMC, fer de lance des transnationales ; à la
Commission européenne, qui pourfend les services publics et
déréglemente à tout va. En France, la direction du Trésor du
ministère de l'économie et des finances est le discret, mais
efficace, relais national de cette entreprise de
déstructuration.

4. CONTRE-ATTAQUES AVEC ATTAC
La roue tourne. Avec 40 % de la planète déjà en état de
récession, les docteurs ès finances des organisations
internationales, des gouvernements, des universités et du
journalisme de marché se trouvent confrontés aux
conséquences désastreuses de la mise en |uvre de leurs
préceptes. Ils avaient tous les pouvoirs. Et voilà ce qu'ils
en ont fait... Du coup, c'est parfois de leurs propres rangs
que surgit la demande du retour à un minimum de
réglementation de la jungle libérale. L'Etat, jusque-là
vilipendé, devient pour eux la seule valeur refuge . Mais
les propositions qui surgissent de partout afin de mettre en
échec la dictature des marchés ne sauraient avoir comme
objectif le sauvetage d'une idéologie en péril. Les grandes
ruptures actuelles peuvent fournir l'occasion de mettre en
place des mécanismes de régulation nationaux, régionaux et
mondiaux pour, comme l'exprime la plate-forme de
l'association Attac, reconquérir les espaces perdus par la
démocratie au profit de la sphère financière et s'opposer à
tout nouvel abandon de souveraineté des Etats au prétexte du
"droit" des investisseurs et des marchands .

18102. - 10 août 1998. - M. Jacques Kossowski souhaite attirer
l'attention de M. le ministre de l'intérieur sur l'existence d'un site
Internet (www.bok.net/pajol) dans lequel des sans-papiers font état
de leurs revendications, des actions menées et des modalités à suivre
pour tenter d'tre régularisés. Il est choquant que des personnes
vivant illégalement sur notre territoire puissent communiquer en toute
impunité sur ce réseau. De plus, de nombreuses questions se posent :
avec quels moyens ces sans-papiers financent-ils de telles opérations
de communication ? En effet, par définition, une personne en situation
irrégulière n'a pas de travail et donc pas de revenu. Qui leur apporte
la logistique technique pour faire fonctionner leur site ? En
conséquence, il lui demande de bien vouloir organiser une enqute
approfondie sur l'ensemble de ces questions. Il lui demande aussi de
faire poursuivre devant la justice les groupes ou les individus qui se
livrent à de telles provocations narguant le respect de la légalité
républicaine.
Réponse. - L'honorable parlementaire signale à l'attention du ministre
de l'intérieur l'existence d'un site Internet par lequel les
demandeurs de papiers font état de leurs revendications, s'étonne que
des personnes vivant illégalement sur le territoire puissent
communiquer sur ce réseau et s'interroge sur les moyens mis à leur
disposition pour accéder à celui-ci. Aucune disposition ne réglemente
l'accés au réseau Internet, seuls le contenu du site pouvant faire
l'objet d'un contrôle. En l'espèce, ce sont les associations soutenant
les demandeurs de papiers qui ont ouvert ou mis à leur disposition un
site Internet pour faire état de leurs revendications. Le ministère de
l'intérieur ne saurait s'opposer à ce mode de communication,
complémentaire de la presse et de la télévision, sans mettre en cause
l'une des libertés fondamentales, la liberté d'expression. Il en
serait autrement, si, par l'intermédiaire de ce site, il y avait un
appel à violer la loi, par exemple en facilitant le séjour en France
des personnes s'y trouvant illégalement. Dans une telle hypothèse, une
action en justice pourrait tre intentée pour fermer le site en cause.
Il convient de rappeler à l'honorable parlementaire que le ministère
de l'intérieur, notamment la direction centrale des renseignements
généraux, surveille attentivement l'Internet afin de telles dérives ne
se produisent pas.

A 17h00, le 13 novembre, la police a investie la mairie de Limeil
Brevannes ou 11 sans papiers observent une greve de la faim depuis le
1 septembre. Des sapeurs pompiers étaient aussi sur les lieux. Il est
vraissemblable qu'une expulsion sanitaire ai lieu.

Evacuation sanitaire des sans-papiers grévistes de la faim à
Limeil-Brévannes
PARIS (AP) -- Les pompiers, accompagnés de plusieurs dizaines de CRS,
ont commencé à évacuer vendredi après-midi les 11 sans-papiers en
grève
de la faim depuis 73 jours dans la mairie de Limeil-Brévannes (Val-de-Marne),
a-t-on appris auprès du cabinet du maire de la commune.
L'évacuation a commencé peu avant 17h, sur ordre du préfet, selon la
mairie.
Ces 11 sans-papiers étaient installés dans les locaux de la mairie avec
le soutien de Joseph Rossignol, maire socialiste de la commune. Ils
taient suivis médicalement et absorbaient du thé sucré et des vitamines
pour tenter de limiter les conséquences de leur mouvement.
Ces sans-papiers sont des ``recalés'' de la circulaire Chevènement: leur
demande de régularisation a été rejetée par une commission de recours
après un premier examen ayant lui aussi essuyé un refus.
Quelque 60.000 sans-papiers ont vu leurs dossiers de demande de
régularisation rejetés après examen dans le cadre de la circulaire
Chevènement. Près de 75.000 autres ont obtenu un titre de séjour.

The image is a curious one: Jacques Parizeau as an anti-globalization
superhero, swooping down from the planet of banished politicians to save
left-wing demonstrators from legal prosecution. Okay, so he wasn't wearing a
cape, but the former Quebec premier, campaigning against global deals like
the MAI (Multilateral Agreement on Investment), last week pledged to try to
help out the 90 people arrested during April's Operation SalAMI blockade of a
globalization conference in front of Montreal's Sheraton Hotel.
When he voices his approval of the blockade at a speaking engagement last
week at Cegep Maisonneuve, a SalAMI organizer took the microphone and asked
Parizeau if he would testify on their behalf in court. Parizeau made a
counter-proposal: he offered to make a phone call on their behalf and try to
have the case thrown out of court. While he said he would not phone a judge,
he did say he had helped out other young demonstrators this way in the past.
But is that the type of support the demonstrators are looking for?
"It doesn't really jive with the way Operation SalAMI functions." Jaggi
Singh, one of the group's organizers, told the _Mirror_. "We're opposed to
backroom-style deals conducted by bureaucrats and the elite."
Singh said the different elements of the group will be meeting in Quebec City
in December and will only then reach a conclusion about how they feel about
Parizeau's role in their quest.
Says Singh, "SalAMI has made no decision on whether we would want him to
testify on our behalf. But we're not asking him to make any phone calls."

Los cien das de Pastrana

Se acostumbra hacer un primer examen de las actitudes de una
nueva administración al llegar a sus primeros cien das.
Podramos, en gracia de cumplir este rito, tratar de dar una
ojeada a lo que hasta ahora es la presentación de la îgran
alianza para el cambioî.
En realidad, tal alianza ha tenido un carácter transitorio e
incierto. No se trata de un bloque de acuerdos polticos de
fondo, sobre elementos programáticos, sino más bien de
acuerdos electorales para cerrar el paso al candidato del
gobierno Samper, señor Serpa. Por ello, ya se han presentado,
sobre todo en las Cámaras y a propósito de la llamada reforma
poltica, diversas fisuras. Lo más probable es que en los das
que vienen la alianza siga resquebrajándose y disolviéndose.
Lo más complicado de la gestión Pastrana hasta ahora es su
enfrentamiento a las organizaciones de los servidores del
Estado. En el curso de tres meses, a pesar de que estaba
estrenando puesto, se han realizado dos huelgas nacionales de
estos empleados y obreros. La chispa que incendió el fuego fue
el anuncio displicente del ministro de Hacienda de limitar las
alzas de los salarios nominales no más allá del 14 por
ciento. Pero la realidad del potente movimiento que sacudió
al pas y que produjo las movilizaciones más nutridas y
combativas de los ltimos años es que más que salarios se
discutieron temas básicos de la poltica anunciada por la
administración.
Los problemas de las privatizaciones del Seguro Social,
Telecom, Ecopetrol, Caja Agraria; las amenazas de despidos
masivos en varias reparticiones oficiales; los derechos de los
trabajadores organizados; la defensa de los recursos naturales
y la poltica petrolera; fueron los ejes de la gran presencia
nacional de los trabajadores estatales. Cuyo movimiento obligó
al gobierno a reducir su arrogancia e insolencia, a dialogar
cuando no quera, a aumentar los salarios y a resolver, por lo
menos en el plano de los compromisos, una serie de temas
importantes en relación con los educadores -que fue el sector
más destacado de los paros- con los trabajadores de la salud,
con los judiciales y otros.
Por otra parte, de acuerdo a sus promesas electorales, el
presidente Pastrana ha dedicado buena parte de estos cien das
al tema de las negociaciones de paz con la insurgencia. El
estilo de gobierno es excluyente en cuanto a la participación
de los amplios movimientos sociales que se han venido creando
en estos años en favor de la solución poltica, mostrando un
afán protagónico que deja con poco aire a los organismos que
han actuado en la escena nacional. Pero muestra al mismo
tiempo un decidido propósito de avanzar en esta dirección.
El grupo oficial es consciente de que requiere de un alto
grado de unidad para presentar un frente unido ante la
insurgencia. Para ello está tratando de taponar los huecos que
dejó Samper y que descalificaron a éste ante la opinión y ante
la guerrilla. Sus más significativos actos, que son las
propuestas de reforma poltica al Parlamento, el viaje a los
Estados Unidos y la nueva poltica financiera, están dirigidos
a fortalecer polticamente al sistema.
Sin embargo, ha contado con factores negativos que le han
impedido avanzar en la cohesión del bloque de poder. Uno de
ellos es el descrédito de las fuerzas armadas oficiales,
enredadas en escándalos como el del expediente por los
asesinatos de Gómez Hurtado y Landazábal Reyes. Asimismo, las
debilidades militares de la fuerza pblica en cuanto a su
capacidad para responder a la confrontación con el movimiento
armado. Y el deterioro ante la opinión que ha significado su
imagen de autoritarismo y represión que ha dejado tan mal
sabor en su enfrentamiento con los trabajadores.
Todo ello implica un saldo en contra para un gobierno que
necesita presentarse ante la insurgencia, ante la opinión
nacional y ante los pases amigos, especialmente los Estados
Unidos, con una fuerza renovada y con la superación de la
crisis poltica del cuatrienio anterior. Una evaluación
realista de este balance deberá colocarlo en posición de muy
relativa fuerza para emprender la tarea más complicada que
tiene Pastrana.
En los tres meses largos que lleva el gobierno se ha mostrado
un fuerte ascenso de los grupos paramilitares. Se han revelado
los oscuros tneles por los cuales han transitado integrantes
de los altos mandos militares comprometidos en la conspiración
para montar un golpe de Estado, se han conocido las relaciones
de la derecha poltica con la ultraderecha militar y se han
identificado las organizaciones que constituyen en su conjunto
un bloque regresivo dispuesto a todo para impedir una salida
poltica del conflicto actual e imponer en su lugar una
solución de fuerza en el pas.
El triunfo de Pastrana en las elecciones ha estimulado estas
oscuras componendas de la caverna poltica. La involucración
directa del gobierno yanqui en la poltica oficial de paz y en
el apoyo a Pastrana para esto se convierte en un nuevo factor
que en cualquier momento puede prender la mecha que active
todo este aparataje de la reacción. Aqu estamos ante un
panorama en que se están decidiendo los caminos a seguir y las
vas del desarrollo futuro de la situación nacional.

PLATAFORMA PARA UN GOBIERNO DE RECONSTRUCCION Y RECONCILIACION NACIONAL
1. Solución poltica al grave conflicto que vive el
pas.
2. La doctrina militar y de Defensa Nacional del
Estado, será BOLIVARIANA. Dijo el Libertador que El
destino del Ejército es guarnecer la frontera. Dios
nos preserve de que vuelvan sus armas contra los
ciudadanosî. Las FF.AA.serán garantes de nuestra
soberana nacional, respetuosas de los derechos
humanos y tendrán un tamaño y un presupuesto acorde
a un pas que no esta en guerra con sus vecinos. La
Polica Nacional volverá a ser dependiente del
Ministerio de Gobierno, reestructurada para que
cumpla su función preventiva; moralizada y educada
en el respeto de los derechos humanos.
3. Participación democrática nacional, regional y
municipal en las decisiones que comprometen el
futuro de la sociedad. Fortalecimiento de los
instrumentos de fiscalización popular La
Procuradura será rama independiente del poder
pblico y el Procurador General de la Nación será
elegido popularmente. El Parlamento será unicameral.
La oposición y las minoras tendrán plenos derechos
polticos y sociales garantizándoles el Estado su
acceso a los grandes medios de comunicación. Habrá
libertad de prensa. La Rama Electoral será
independiente . La Corte Constitucional y El Consejo
Nacional de la Judicatura serán elegidos por voto
directo de todos los Jueces y Magistrados del pas.
Moralización de la Administración Pblica y de las
instituciones civiles y militares del Estado.
4. Desarrollo y modernización económica con justicia
social. El Estado debe ser el principal propietario
y adminiñrador en los sectores estratégicos: En lo
energético, en las comunicaciones, servicios
pblicos, vas, puertos y recursos naturales en
beneficio del desarrollo económico-social
equilibrado del pas y en regiones.El énfass de la
poltica económica será la ampliación del mercado
interno, la autosuficiencia alimenticia y el
estmulo permanente a la PRODUCCION, a la pequeña,
mediana y gran industria privada, a la autogestión,
la microempresa y a la economa solidaria. El Estado
invertirá en área estratégicas de la industria
nacional y desarrollará una poltica protección
sobre las mismas. La gestión económica oficial se
debe caracterizar por su eficiencia, su ética, su
productividad y su alta calidad. Habrá participación
de los gremios, las organizaciones sindicales,
populares, entes académicos y cientficos en la
elaboración de las decisiones sobre la Poltica
económica , Social, energética y de inversiones
estratégicas.
5. El 50% del Presupuesto Nacional será invertido en
el bienestar social, teniendo en cuenta al
colombiano, su empleo, su salario, salud, vivienda,
educación y recreación como centro de las polticas
del Estado, apoyados en nuestras tradiciones
culturales, democráticas y buscando el equilibrio de
la sociedad con su medio ambiente y la naturaleza.
El 10% del Presupuesto Nacional, será invertido en
la investigación cientfica.
6. Quienes mayores riquezas posean, más altos
impuestos aportarán para hacer efectiva la
redistribución del ingreso. El impuesto del IVA,
solo afectará bienes y servicios suntuarios. .
7. Poltica Agraria que democratice el crédito, la
asistencia técnica y el mercadeo. Estmulo total a
la industria y a la producción agropecuaria.
Proteccionismo estatal frente a la desigual
competencia internacional. Cada región tendrá su
propio plan de desarrollo elaborado en conjunto con
las organizaciones de la comunidad, liquidando el
latifundio all donde subsista, redistribuyendo la
tierra, definiendo una frontera agrcola que
racionalice la colonización y proteja del
arrasamiento nuestras reservas. Ayuda permanente
para el mercadeo nacional el internacional.
8. Explotación de los Recursos Naturales como el
petróleo , el gas, el carbón, el oro, el nquel, las
esmeraldas, etc., en beneficio del pas y de sus
regiones. Renegociación de los contratos con
Compañias Multinacionales que sean lesivos para
Colombia. La Comisión Nacional de Energa, con
participación del Estado, los trabajadores del
sector y las regiones, planificará la politica
energética. Se construirán más refineras y se
desarrollará la industria petroqumica. El gobierno
le informará a la comunidad con transparencia, los
términos del contrato existente para la explotación
de CUSIANA. Tan solo los 5.000 millones de barriles
de petróleo de reserva que posee, a los precios de
hoy y a la tasa de cambio vigente, producirán $80
billones (80 MILLONES DE MILLONES DE PESOS ), es
decir, más de SEIS VECES el presupuesto nacional de
1.993. Colombia entera conocerá cómo y a qué ritmo
se explotará CUSlANA y cómo insertamos su producido
en los planes generales de nuestro desarrollo. Hay
que "sembrar petr6Ieo" para las pr6ximas
generaciones, porque el crudo es de todos los
colombianos y sus beneficios también.
9. Relaciones internacionales con todos los pases
del mundo bajo el principio del respeto a la libre
autodeterminación de los pueblos y del mutuo
beneficio. Priorizar tareas por la In- tegracion
regional y latinoamericana. Respeto a los
compromisos potticos del Estado con otros Estados.
Revisión total de los Pactos Militares y de la
injerencia de las potencias en nuestros asuntos
internos. Renegociación de la Deuda Externa,
buscando un plazo de 10 años muertos, en el pago de
los servicios.
10. Solución del fenómeno de producción,
comercialización y consumo de narcóticos y
alucinógenos, entendido ante todo como un grave
problema social que no puede tratarse por la va
militar, que requiere acuerdos con la participación
de la comunidad nacional e internacional y el
compromiso de las grandes potencias como principales
fuentes de la demanda mundial de los
estupefacientes.

TO BE PRESENTED TO THE CONFERENCES OF THE PARTIES FOUR (COP-4) OF THE UNITED
NATIONS FRAMEWORK CONVENTION ON CLIMATE CHANGE (FCCC), BUENOS, AIRES,
ARGENTINA, NOVEMBER 2-13, 1998
CONCLUSIONS
Indigenous Peoples of North America were invited by neither the United States
nor Canada to participate in the negotiations of the United Nations Convention
on Climate Change.
In June 1997, more than 2,000 U.S. scientists, from over 150 countries,
including Nobel Laureates, signed the Scientists Statement on Global Climate
Disruption which reads, in part, the "accumulation of greenhouses gases commits
the sacred earth irreversibly to further global climate change and consequent
ecological, economic, social and spiritual disruption" (Intergovernmental Panel
on Climate Change, December 1995). Climate imbalance will cause the greatest
suffering to the Indigenous peoples and most pristine ecosystems globally.
The migration of Persistent Organic Pollutants (POPs) through the air and water
pathways continues from warmer southern climates to the colder climates of the
Great Lakes and Arctic climates of North America and the Arctic Circle.
Increased temperatures and persistent organic pollutants (POPs)
disproportionately impact indigenous Peoples, through their food web systems,
causing health and ecosystem impacts.
Within the next 20 years, temperatures over land areas of North America, Europe
and Northern Asia will increase as much as 5 to 15 degrees Fahrenheit over
today's normal temperatures, well in excess of the global average (IPCC Report
1998). This increase in temperature will cause the sea level to rise (5-25 feet
over the next 500 years), drying out North America's soil moisture (20 - 50%),
and result in major increases in the summer heat index (10 - 25 degrees F).
The burning of oil, gas, and coal ("fossil fuels") is the primary source of
human-induced climate change. The increasing demand and use of fossil fuels
continues to have adverse impacts on natural forests. Natural forests are
critical parts of the ecosystems that maintain global climate stability. The
continued large-scale taking of fossil fuels results in numerous impacts on
these vital areas through deforestation and pollution from drilling operations
and ultimately forest degradation from the global climate imbalance. The mining
and drilling for coal, oil, and gas, as well as other mineral extractions,
results in substantial local environmental consequences, including severe
degradation of air, forests, rivers, oceans and farmlands. Cultural impacts,
forced removal, land appropriation, destruction of sacred and historical
significant areas, breakdown of Indigenous social systems, and violence against
women and children are too often the outcomes of fossil fuel development on
Indigenous Peoples. Fossil fuel extraction areas are home to some of Mother
Earth's last and most vulnerable Indigenous populations, resulting in
accelerated losses of biodiversity, traditional knowledge, and ultimately in
ethnocide and genocide.
ACTIONS
We request that the potential consequences of climate imbalance for Indigenous
Peoples and our environments, economies, culture, place and role in the natural
order be addressed by:
1. Establishing and funding an Inter-sessional Open-ended Working Group for
Indigenous Peoples within the Conference of the Parties (COPs) of the UN
Framework Convention on Climate Change (FCCC);
2. Provisions for case studies be established within the framework of FCCC
that would allow for assessing how climate changes effect different regions
of Indigenous Peoples and local communities; assessing climate changes on
flora and fauna, freshwater and oceans, forestry, traditional agricultural
practices, medicinal plants and other biodiversity that impact subsistence
and land-based cultures of Indigenous Peoples; and other case studies that
would provide a clearer understanding of all effects and impacts of climate
change and warming upon Indigenous Peoples and local communities;
3 Indigenous Peoples have the right, responsibility and expertise to
participate as equal partners at every level of decision-making including needs
assessments, case studies, within national and international policy-making
activities concerning climate change impacts, causes and solutions;
4.Within the FCCC, establish protocols that would actively promote
international energy efficient and sustainable forms of development, including
the widespread use of appropriately scaled solar energy and renewable energy
technologies as well as sustainable agricultural and forestry practice models;
5.Mandating a moratorium on new exploration and projects for extraction for
fossil fuel reserves in pristine areas. Exploration and development in the
traditional territories of Indigenous Peoples of the world must be done with
the full consent of Indigenous Peoples, respecting their right to decline a
project that may adversely impact them;
6.Imposing a legally binding obligation to restore all areas already affected
by oil, gas, and coal exploration and exploitation by the corporations or
public entities that are responsible. This restoration must be done such that
Indigenous Peoples can continue traditional uses of their lands.

TO BE PRESENTED TO THE CONFERENCES OF THE PARTIES FOUR (COP-4) OF THE UNITED
NATIONS FRAMEWORK CONVENTION ON CLIMATE CHANGE (FCCC), BUENOS, AIRES,
ARGENTINA, NOVEMBER 2-13, 1998
PREAMBLE
As Indigenous Peoples, we begin each day with a prayer, bringing our minds
together in thanks for every part of the natural world. We are grateful that
each part of our natural world continues to fulfill the responsibilities that
have been set for it by our Creator, in an unbreakable relationship to each
other. As the roles and responsibilities are fulfilled, we are allowed to live
our lives in peace. We are grateful for the natural order put in place and
regulated by natural laws.
Most of our ceremonies are about giving thanks, at the right time and in the
right way. They are what was given to us, what makes us who we are. They enable
us to speak about life itself. Maintaining our ceremonies is an
important part of our life. There is nothing more important than preserving
life, celebrating life, and that is what the ceremonies do. Our instruction
tells us that we are to maintain our ceremonies, however few of us there are,
so that we can fulfil the spiritual responsibilities given to us by the Creator.
The balance of men and women is the leading principle of our wisdom. This
balance is the creative principle of Father Sky and Mother Earth that fosters
life. In our traditions, it is women who carry the seeds, both of our own
future generations and of the plant life. It is women who plant and tend the
gardens, and women who bear and raise the children. The women remind us of our
connection to the earth, for it is from the earth that life comes.
We draw no line between what is political and what is spiritual. Our leaders
are also our spiritual leaders. In making any law, our leaders must consider
three things: the effect of their decisions on peace; the effect on the natural
order and law; and the effect on future generations. The natural order and laws
are self-evident and do not need scientific proof. We believe that all
lawmakers should be required to think this way, that all constitutions should
contain these principles.
Our prophecies and teachings tell us that life on earth is in danger of coming
to an end. We have accepted the responsibility designated by our prophecies to
tell the world that we must live in peace and harmony and ensure balance with
the rest of Creation. The destruction of the rest of Creation must not be
allowed to continue, for if it does, Mother Earth will react in such a way that
almost all people will suffer the end of life as we know it.
A growing body of western scientific evidence now suggests what Indigenous
Peoples have expressed for a long time: life as we know it is in danger. We can
no longer afford to ignore the consequences of this evidence. We must learn to
live with this shadow, and always strive towards the light that will restore
the natural order. How western science and technology is being used needs to
be examined in order for Mother Earth to sustain life.
Our Peoples and lands are a scattering of islands within a sea of our
neighbors, the richest material nations in the world. The world is beginning to
recognize that today's market driven economies are not sustainable and place in
jeopardy the existence of future generations.It is upsetting the natural order
and laws created for all our benefit. The continued extraction and destruction
of natural resources is unsustainable.
There is a direct relationship between the denial of Indigenous Peoples land
and water rights, along with the appropriation without consent of Indigenous
Peoples' natural resources, and the causes of global climate change today.
Examples include deforestation, contamination of land and water by pesticides
and industrial waste, toxic and radioactive poisoning, military and mining
impacts.
The four elements of fire, water, earth and air sustain all life. These
elements of life are being destroyed and misused by the modern world. Fire
gives life and understanding, but is being disrespected by technology of the
industrialized world that allows it to take life such as the fire in the
coal-fired powered plants, the toxic waste incinerators, the fossil-fuel
combustion engine and other polluting technologies that add to greenhouse
gases. Coal extraction from sacred earth is being used to fuel the greenhouse
gases that are causing global climate warming.
Because of our relationship with our lands, waters and natural surroundings
which has sustained us since time immemorial, we carry the knowledge and ideas
that the world needs today. We know how to live with this land: we have done so
for thousands of years. We are a powerful spiritual people. It is this
spiritual connection to Mother Earth, Father Sky, and all Creation that is
lacking in the rest of the world.
Our extended family includes our Mother Earth, Father Sky, and our brothers and
sisters, the animal and plant life. We must speak for the plants, for
the animals, for the rest of Creation. It is our responsibility, given to us by
our Creator, to speak on their behalf to the rest of the world.
For the future of all the children, for the future of Mother Earth and Father
Sky, we call upon the leaders of the world, at all levels of governments, to
accept responsibility for the welfare of future generations.
Their decisions must reflect their consciousness of this responsibility and
they must act on it. We demand a place at the table in discussions that involve
and effect our future and the natural order and natural laws that govern us.
THEREFORE
We, the participants in the "Circles of Wisdom" Native Peoples/Native Homelands
Climate Change Workshop, held in Albuquerque, New Mexico of the United States,
in the traditional territory of the Pueblo Peoples, express profound concern
for the well being of our sacred Mother Earth and Father Sky and the potential
consequences of climate imbalance for our Indigenous
Peoples and the significance of these consequences for our communities, our
environment, our economies, our culture and our relationships to the natural
order and laws.
Indigenous prophecy now meets scientific prediction. What we have known and
believed, you also now know: The Earth is out of balance. The plants are
disappearing, the animals are dying, and the very weather --rain, wind, fire
itself -- reacts against the actions of the human being. For the future of
the children, for the health of our Mother Earth, Father Sky, and rest of
Creation, we call upon the people of the world to hold your leaders accountable.
We submit this declaration to the Fourth Conference of the Parties (COP-4)
to the United Nations Framework Convention on Climate Change (FCCC) being held
in Buenos Aires, Argentina, November 2-13, 1998. We wish to add our voices to
ongoing global discussions regarding the impact of climate imbalance on
forests, oceans, plants, animals, fish, humans and biodiversity.
PRINCIPLES
The following principles are self-evident and guide our beliefs and actions.
Mother Earth, Father Sky, and all of Creation, from microorganisms to human,
plant, trees, fish, bird, and animal relatives are part of the natural order
and regulated by natural laws. Each has a unique role and is a critical part
of the whole that is Creation. Each is sacred, respected, and a unique living
being with its own right to survive, and each plays an essential role in the
survival and health of the natural world.
As sovereign Peoples and Nations, we have an inherent right to
self-determination, protected through inherent rights and upheld through
treaties and other binding agreements. As Indigenous Peoples, our consent and
approval are necessary in all negotiations and activities that have direct and
indirect impact on our lands, ecosystems, waters, other natural resources and
our human bodies.
Human beings are part of the natural order. Our role and responsibility, as
human beings, is to live peacefully and in a harmonious balance with all life.
Our cultures are based on this harmony, peace and ecological balance which
ensures long term sustainability for future generations. This concept of
sustainability must be the basis of the decisions and negotiations underway on
national and international levels.
The Creator has entrusted us a sacred responsibility to protect and care for
the land and all of life, as well as to safeguard its well being for future
generations to come.
Indigenous Peoples have the right and responsibility to control access to our
traditional knowledge, innovations and practices, which constitute the basis
for the maintenance of our lifestyles and future [The Draft Declaration of the
