AGAINST ETHNIC CLEANSING
AND AGAINST THE LARGE SCALE GENOCIDE,
THAT IS TAKING PLACE NOW
We, the daughters and sons of survivors of the tortured populations of the
Southern regions of the Congo-Brazzaville, victims of a planned genocide
solemnly declare and wish to bring to the attention of the International
Community the following facts :
Brazzaville
self-proclaimed regime under the leadership of Mr. Sassou Nguesso;
in light of the politics of Mr. sassou Nguesso in the Republic of
Congo-Brazzaville, which include ethno-tribal hatred, violence targeted
towards specific ethnic groups, refusal of multi ethnic participation in
the affairs of the country;
in light of the direct involvement of the States of Angola and Chad in
the tragedy of the Congo-Brazzaville and the military intervention by
their troops actively taking part in the planned genocide;
in light of France's personal interest (oil) in the Congo and its
direct involvement in the tragedy affecting the people of the Congo;
in light of the deliberate and conscious silence of the French media
who have refrained from reporting on the tragedy of the Congo, whereas
foreign television stations have shown plenty. This silence aiming at
hiding the truth and preventing action from the French public opinion
in a country totally implicated in the Congo tragedy allows France's
protege to achieve his goal freely;
in light of the apparent apathy and indifference on the part of the
International Institutions (U.N., OAU, the European Union, Assemblee
Paritaire ACP-UE) all aligned with the position of France which uses
its veto-rights at all levels, blocking all examination of its role in
the Congo-Brazzaville;
a)- The Congo-Brazzaville is an independent State, free and sovereign.
b)- Each democratic nation has the right to choose its leader (s) freely
and through regular and fair elections.
c)- The return of Sassou Nguesso into power was illegal : the only way he
has ever chosen to take power is through violence and oppression.
d)- The intervention of Angola and Chad in the internal affairs of the
Congo-Brazzaville is not only a blow to the territorial integrity of the
Republic of Congo-Brazzaville but also an obvious violation of the Congo's
sovereignty and of the international rules of conduct.
e)- the tragedy of the Congo-Brazzaville is a true planned genocide,
supported politically and through the provision of arms by France, Angola
and Chad. This explains why France has censored the broadcasting of
accurate reportage of the tragic events now occurring in the
Congo-Brazzaville.

called genocide :
Call upon the UN, OAU, the European Union, the Assemblee Paritaire ACP-EU
and to all humanitarian organizations dealing with Human Rights to use
their power and influence to :
2 - Stop the planned genocide orchestrated by Mr. Sassou Nguesso now;
3 - Help the authorities in place to stop all fighting and find a solution
to the crisis through dialogue and negociations in order to establish peace
once and for all.
4 - Request the immediate withdrawal of all foreign troops, including
mercenaries of the Congolese territory, according to the resolution n¼ 867
of October 29, 1997 of the Security Council of the UN, resolution left
unenforced to this day because of obstruction by France.
5 - Call on the neighboring populations of Angola and Chad for them to put
pressure on their own governments in order to obtain withdrawals of their
troops from the Congolese territories. The conflict is internal to the
Congo-Brazzaville. Soldiers from Angola and Chad are being killed even
though the Congo is not at war with either of these countries.
6 - Implore all Humanitarian Organizations who defend Human Rights to lauch
an inquiry on the tragedy of the Congo-Brazzaville where human rights are
being violated on a daily basis.
7 - Request the International Community to set up and send an International
Peace-keeping Force to the Congo immediately.
8 - Demand that France change its "ostrich" politics so that the population
of the Congo stop paying with its blood for the economic interests of France.

leader who starts killing soon becomes a graveyard's keeper" and by
remembering the words of Nobel Prize Winner Wole SOYINKA who said : "A man
dies every time one of us falls silent in front of tyranny".

Los saludamos a todos y los felicitamos y nos felicitamos por el grado de
movilizacion alcanzado hasta ahora en la preparacion de la Consulta del
domingo
21 de Marzo. En unas cuantas horas mas, miles de delegados zapatistas
saldran
de los 5 "Aguascalientes" chiapanecos e iniciaran el viaje hasta sus
estados y
municipios. Todos esperamos que les vaya muy bien.
Ahora queremos avisarles que es urgente e importante organizarse ya para la
etapa de realizacion de la Consulta. Como ustedes saben, la Fundacion
Arturo
Rosenblueth apoyara a todo lo referente al aspecto tecnico y de computo. En
base a lo establecido por la Fundacion, les pedimos lo siguiente:
1.- Cada Coordinadora Estatal debe nombrar un equipo especial de
coordinacion y
enlace con la Fundacion Arturo Rosenblueth (Fax: (525) 669-03-93), y con
el
Centro Estatal de Computo que ella designe.
2.- Las Coordinadoras Estatales deben empezar ya a registrar mesas de
votacion
(y asambleas, cuando se trate de comunidades indigenas que se rigen por el
sistema de usos y costumbres), y de enlaces telefonicos.
Esta tarea es URGENTE pues, por razones de fluidez y organizacion, existe
un
plazo para este registro. Nosotros esperamos que todos juntos logremos el
registro de miles de mesas en todo el territorio nacional.
3.- La Coordinadoras que, para efecto de la gira de los zapatistas, se
registraron como Regionales o Municipales, deberan ponerse de acuerdo
entre si
para que, en lo referente al registro de mesas, asambleas y enlaces
telefonicos
sea una sola instancia estatal la que se enlace con la Fundacion Arturo
Rosenblueth.
4.- La fundacion Arturo Rosenblueth, en el momento en que ponga en contacto
con
ustedes, les hara saber quien se encargara, en su respectivo estado, del
Centro
de Computo Estatal, les proporcionara el material de capacitacion y les
facilitara instructores para el mismo.
5.- Todos los detalles tecnicos y de computo seran resueltos segun lo
establecido por la Fundacion Arturo Rosenblueth, por lo que les rogamos
que se
comuniquen con ella ya.

through a process of increasing democratisation and has made tremendous
progress in education. We have also been able to preserve and promote our
unique cultural and religious heritage. Our achievement on all these
fronts is now widely recognised and acknowledged by the international
community. The credit for this achievement goes to the determination and
hard work of the Tibetan people. However, our success would not have been
possible without the generous assistance of many international aid
organizations and individuals. We are especially grateful to the people
and government of India for their unsurpassed generosity and hospitality
ever since the late Prime Minister Jawaharlal Nehru gave asylum to the
Tibetan refugees and laid down the programmes for education and
rehabilitation of our exile community.

authorities have had a free hand in governing our country. The late
Panchen Lama's 70,000-character petition of 1962 serves as a telling
historical document on the draconian Chinese policies and actions in
Tibet. The immense destruction and human suffering during the Cultural
Revolution, which followed shortly afterwards, are today known world-wide
and I do not wish to dwell on these sad and painful events. In January
1989, a few days before his sudden death, the Panchen Lama further stated
that the progress made in Tibet under China could not match the amount of
destruction and suffering inflicted on the Tibetan people.
our country continues to face many fundamental problems. In terms of
history, culture, language, religion, way of life and geographical
conditions, there are stark differences between Tibet and China. These
differences result in grave clashes of values, dissent and distrust. At
the sight of the slightest dissent the Chinese authorities react with
force and repression resulting in widespread and serious violations of
human rights in Tibet. These abuses of rights have a distinct character,
and are aimed at preventing Tibetans as a people from asserting their own
identity and culture, and their wish to preserve them. Thus, human rights
violations in Tibet are often the result of policies of racial and
cultural discrimination and are only the symptoms and consequences of a
deeper problem. The Chinese authorities identify the distinct culture and
religion of Tibet as the root cause of Tibetan resentment and dissent.
Hence their policies are aimed at decimating this integral core of the
Tibetan civilization and identity.

survival and preservation of Tibet's unique spiritual heritage, which is
based on compassion and non-violence. And, I believe it is worthwhile and
beneficial to preserve this heritage since it continues to remain relevant
in our present-day world.

President Jiang personally had taken an interest in the Tibetan issue.

took last year's devastating floods for the Chinese leadership to realize
the need for environmental protection. I welcome the moratorium that has
been placed on the denudation of forests in Tibetan areas and hope that
such measures, belated though they may be, will be followed by more steps
to keep Tibet's fragile ecosystem intact.

independent, critical eye, in defiance of the school hierarchy.

Hocine A•t Ahmed, Abdelaziz Bouteflika, Abdallah Djaballah, Mouloud
Hamrouche, Ahmed Taleb Ibrahimi, Youssef Khatib et Mokdad Sifi. Les quatre
candidatures refusées sont celles de Nourredine Boukrouh, Sid Ahmed Ghozali,
Louisa Hanoune et Mahfoud Nahnah, qui n'a pu fournir l'attestation de
participation à la guerre d'indépendance, exigée par la Constitution pour
les candidats nés comme lui avant le 1er juillet 1942. Les candidatures de
Louisa Hanoune, Sid Ahmed Ghozali et Nourredine Boukrouh ont été refusées
pour n'avoir pas obtenu les 75'000 signatures de soutien exigées. Plusieurs
autres candidatures, marginales, ont été refusées pur cette mme raison.

précédente élection présidentielle (1995).
électoral du 15 avril : plus aucun candidat ne peut se revendiquer du
courant "républicain", dont une partie espérait encore qu'il serait présent
dans la campagne derrière la candidature de Noureddine Boukrouh. Le courant
"démocrate" au sens large n'est plus représenté que par Hocine A•t Ahmed,
auquel le courant "républicain" ne se résoudra pas à apporter son soutien, à
la fois parce qu'il lui reproche son choix "réconciliateur" à l'égard des
islamistes, et (surtout) parce qu'un tel soutien condamnerait définitivement
le principal parti du courant "républicain", le RCD, à la marginalité dans
laquelle sont confinées les autres partis et organisations se réclamant de
ce courant (le MDS, l'ANR, le CCDR), lequel devrait donc se retrouver
derrière un mot d'ordre commun d'abstention (ou de "boycott actif", ce qui
revient au mme sauf à appeler à déposer des bulletins blancs dans les
urnes) permettant au moins de revendiquer la totalité des abstentions comme
une expression de soutien à la ligne politique du courant en question.

possible, une fraude supplémentaire risquant d'affaiblir le pouvoir au yeux
de la communauté internationale, et la "stature historique" de Hocine A•t
Ahmed rendant plus difficile sa marginalisation électorale par le
tripatouillage des urnes.

s'unir pour que non seulement "l'Algérie ne soit pas l'homme malade du
Maghreb", mais en soit "le moteur".

Appeal case: AMINE AMROUCHE - Disappearance
out of his home in Baraki, a district on the outskirts of Algiers, on 30
January 1997. Later in the afternoon, he was spotted by friends in the
neighbourhood. Since then he has not been seen. There were no
eye-witnesses to see him being taken away, but he is believed to have
disappeared at the hands of the security forces. Several other youths
are reported to have disappeared in Baraki during the same week.
February 1997, but was unable to obtain any official information about
him. She was confidentially told by people in the security forces that
her son was in solitary confinement at the police station in Baraki.
However, the officers at the police station denied any knowledge of Amine
and his whereabouts. Amine's grandmother, Fatima Yous, with whom he
lived, went to the local gendarmerie to inquire about his whereabouts,
but she was verbally abused and thrown out. The family also inquired
with the local courts, hospitals and the morgue, but could not obtain any
information.

Amine's grandmother's house and said that he had seen Amine Amrouche at a
barracks in Oran, where Amine had been injured by two bullets while
trying to escape. The family went to Oran and checked all the hospitals
and military barracks, but found nothing. In November 1997, Amine's
mother heard rumours that he was being detained in a military prison
centre in Algiers.

sister's home in Baraki, Algiers, by plainclothes security force agents
and subsequently "disappeared". The same year, she formed an
organization of parents whose children have "disappeared" in Algeria,
through which she has been campaigning to bring attention to their

are making in that region of the world and to better understand the
challenges they continue to face."
In this respect, we would like to inform you that Tunisian women,
who accomplished the best progress in their emancipation after the
Independence, thanks to President Bourguiba, face today a new and big
challenge : Ben Ali has imposed on them silence and fear, leaved them
without defense to protect their children, and prevented them from
participating freely in the civil and political life.
This tragic challenge faced by Tunisian women today has been
reported in detail by governmental organizations like US State Department
Bureau of Democracy, Human Rights, and Labor, (through its Country Reports
on Tunisia), by the National Consultative Council for Human Rights
belonging to the French Premier Minister, or by the United Nations
Committee Against Torture (Report on November 20th, Geneva). This challenge
has also concerned NGO like Human Rights Watch, Amnesty International, the
FIDH based in France (cf. the Rapport alternatif au deuxième rapport
périodique de la Tunisie au Comité contre la torture de l'ONU, 21¡Session -
9 au 20 November 1998), and the Arab Program For Human Rights Activists
(Cf. State Reports Series : Tunisia 1987-1997).
All these organizations have exposed the alarming regression faced
by Tunisia in the fundamental rights, the rights of life, of physical and
moral safety, of justice, in freedoms of expression, information,
association, meeting, travel and political alternation.
This situation could not but weaken the women rights and endanger
their lives, especially when the regime uses them to make pressure on its
opponents, and submit them to sexual abuses, humiliations, and force them
to divorce.

ask to be freed, to live in peace and to be allowed to work and to protect
their children from police terror. Tunisian women will be grateful if you
grant enough attention to these demands and express your solidarity with

International Women's Day, when you announced your next visit in Tunisia,
you said that : Ç It is no longer acceptable to say that the abuse and
mistreatment of women is cultural. It should be called what it is -
criminal È. In Tunisia, the President Ben Ali will surely say to you that Ç
abuse and mistreatment of women in Tunisia is bearable, for security
reasonÈ. The women who are persecuted, abused and humiliated in Tunisia
have their own response to Ben Ali : Ç it isn't security : it's only terror

toute urgence à propos de la situation suivante en Tunisie.
l’Intérieur, rendue le 6 mars 1999, par laquelle il a signifié son refus de
reconnaître légalement le Conseil National pour les Libertés de Tunisie.

d’association. Au cours de ces dernières années, une quinzaine de
demandes de constitution d’associations ou de partis politiques se sont
ainsi vues écartées; l’Association tunisienne des femmes démocrates et
la section d’Amnesty ont du attendre plusieurs années pour se voir enfin
accorder une autorisation administrative. Par ailleurs, classée d’office
comme association générale, la Ligue Tunisienne des droits de l’Homme,
membre de la FIDH et de l’OMCT, s’est vu obligée d’accepter notamment
toute demande d’adhésion sans avoir la possibilité d’apprécier
l’opportunité, la sincérité et la conformité de ces demandes d’adhésion
avec ses propres objectifs. Refusant de se conformer à ces obligations
contraires au droit international, la Ligue a été considérée par les
autorités comme dissoute. Au terme d’interventions nationales et
internationales, la LTDH a pu organiser son congrès en 1994 et, en 1996,
le tribunal administratif a annulé la décision de classer la Ligue en tant
qu’association à caractère général. La Ligue, ses responsables -
notamment son Vice Président arbitrairement détenu - et ses militants
sont depuis lors l’objet d’un harcèlement, d’un musellement et d’autres
formes de répression systématique qui empchent cette organisation
d’accomplir l’essentiel de ses activités.

travailleurs de l'usine Beloit de Sherbrooke.

se reporter sur un candidat qui "pourra bouleverser l'échiquier politique

faussera les calculs des uns et des autres", sans préciser de quel candidat
il s'agit. Le MSP pourrait également ne donner aucune consigne de vote de
façon à se démarquer des résultats du scrutin, ce qui amènerait sans doute
les électeurs du principal parti islamiste légal à soutenir l'un des deux
autres candidats de la famille islamiste, Abdallah Djaballah ou Taleb
Ibrahimi. Le MSP pourrait mme selon certains rejoindre le camp des
partisans de l'abstention.

sept candidats sont supposés tre "indépendants", seul Hocine A•t Ahmed
s'affirmant clairement comme le candidat d'un parti) d'avoir annoncé avant
mme la fin de l'opération de collecte des signatures que "les efforts du
PT
seront vains" et que "Louisa Hanoune ne passera pas" le cap du Conseil
constitutionnel car "la décision est déjà prise". Le PT considère que le
décision du Conseil constitutionnel d'éliminer tous les candidats de partis
politiques (sauf l'"inéliminable" Hocine A•t Ahmed) "traduit une volonté de
détruire le multipartisme" et confirme le caractère "dislocateur et
régionalisant" de l'élection présidentielle.

d'avoir cherché à "éliminer les canddatures indésirables" et évoqué la
possibilité que le Conseil constitutionnel ait subi des "pressions". "Ce
scrutin est discrédité au départ", a considéré le candidat évincé, pour qui
"il est de notoriété publique de l'Etat a violé la loi pendant le mois de
rassemblement des signatures et des parrainages", et qui qualifie Abdelaziz
Bouteflika de "candidat de droit divin" élu d'avance. Sid Ahmed Ghozali
considère que "nous sommes dans un scehma au terme duquel nous sommes en
train de réintroduire par la grande porte ce qui a été renvoyé par la
fentre : Sant'Egidio" et que le vlritable "candidat du consensus n'est
autre que le candidat de l'intégrisme à visage humain", Taleb Ibrahimi.

FRANCE-ALGƒRIE
Guerdjou, chronique de la vie des Algériens dans les années 50 et 60 dans
la
région parisienne, sort le 17 mars en France. Avec en toile de fond la
guerre d'Algérie, les rafles et les tabassages policiers, les pressions et
le racket du FLN, le film raconte la vie d'une famille algérienne vivant
dans le bidonville de Nanterre. Adapté d'un livre de Brahim Bena•cha,
coproduit par la France, la Belgique et la Norvège, "Vivre au Paradis" a
été
primé aux festivals de Venige, Bastia et Carthage.
SUISSE-ALGƒRIE
quotidien fribourgeois "La Liberté", qui avait publié une prise de position
émanant du Consul général d'Algérie à Genève, répondant à un article
consacré à la répression de l'islamisme algérien et aux violations des
droits de l'Homme, mais avait assorti cette publication d'une republication
de l'article contesté par le Contul et d'un commentaire exposant les
tractations conduites entre le journal et le consulat (demande d'un droit
de
réponse, refus d'un premier texte, entretiens, échanges de lettres etc...).
Pour le consulat, le journal avait manqué de loyauté en divulguant ces
tractations et avait eu une attitude outrageante à l'égard de l'Algérie.
Pour le rédacteur en chef du journal, faute d'accord entre le consulat et
le
journal, celui-ci avait le droit de publier ce qu'il a publié. Pour le
Conseil de la presse, cependant, le journal n'aurait pas dû rendre
publiques
les tractations avec le consulat sans avertir celui-ci, quoique que,
s'agissant "d'un Etat, l'Algérie, dont la réputation en matière de liberté
de la presse, de transparence démocratique et de communication en général
est critique", il ne faut pas tre "dupe des effets de propagande qui
traversent et impregnent l'affaire du fait du (consulat)", ce qui autorise
le journal à "exercer une vigilance particulière à l'égard d'un tel effet
de
propagande".
ECONOMIE
Vénézuela et un représentant du ministre du pétrole du Mexique se sont mis
d'accord le 12 mars à Amsterdam pour réduire la production pétrolière de
leurs pays de plus de deux millions de barils afin de soutenir les prix du

"Rencontre nationale de la Jeunesse citoyenne" les 17 et 18 mars à
Boumerdès. Cette rencontre regroupera des jeunes de différentes régions sur
