Wang Dan, student leader of the 1989 Tiananmen Square protests, announced
today that his Global Petition Campaign has received over 100,000
signatures. Wang also extended his campaign to October 1, 1999 to coincide
with the 50th anniversary of the founding of the People1s Republic of
China.

collect enough signatures to send a strong message to the Chinese

Chinese Government to overturn of the official verdict on the 1989
pro-democracy movement, to release all political prisoners, and to respect
international human rights covenants. Wang's campaign received
endorsements from international human rights and labor organizations such
as
Amnesty International, International PEN, Human Rights in China, Human
Rights Watch and the International Confederation of Free Trade Unions
(ICFTU).
The campaign1s Internet Web site (www.june4.org) has received 20,000
electronic signatures from 120 countries. It links with other sites
worldwide including those of the New York Academy of Sciences and Canadian
Journalists for Free Expression.
In addition to the Web, the Hong Kong Alliance to Support Patriotic
Democratic Movement in China collected over 50,000 signatures on the street
and Amnesty International USA has sent in 12,000 more. Taiwan provided
another 10,000 through an island-wide campaign and an associated Web site
(www.6-4.org).
News of the petition broke through the Chinese information blockade. The
Web site received 1,000 signatures from Mainland China to-date. However,
those who were trying to gather signatures within China were harassed,
detained and arrested. In an earlier media report on March 16, a man from
Jinan, the capital of Shandong province, had gathered 167 signatures before
he was warned by the authorities to desist such action. His goal was to
collect 500 signatures from mainland residents before June 4, 1999.

NATIONS INTERNATIONAL DECADE FOR NATURAL DISASTER REDUCTION
As the International Decade for Natural Disaster Reduction (IDNDR)
concludes, the International community is increasingly aware that
natural disasters are a major threat to social and economic stability
and that disaster prevention is the main long-term solution to this
threat. The biggest challenge of the Decade lies, therefore, in the
creation of a global culture of prevention.
It is in this context that the IDNDR Secretariat in the United Nations
is organizing the Internet conference as a prelude to the Programme
Forum 1999 (5-9 July 1999, Geneva, Switzerland) within the closing
event of the Decade (more information on the Programme Forum can be
found at http://www.idndr.org/forum/).
(14-25 June 1999) with a special event on June 23rd as described below.
During the two weeks, 4 themes will be addressed. Each theme chaired by
a moderator will run for 2.5 days, as follows:
1. Education and socio economic concerns (June 14,15,16)
2. Development and environmental concerns (June 16,17,18)
3. Scientific and technological concerns (June 21, 22, 23)
4. Action Towards the 21st century (June 23, 24, 25)
Secretariat will be the guest of a live Internet Forum hosted by the
Emergency Information Infrastructure Partnership (EIIP) under the theme
"Disaster Reduction as a Central Element of Government Policy". Register

It starts at 12:00 noon EDT (18:00 Geneva Time).
The debates will be mostly in English, Spanish translations will be
available when possible.

and others), and academics.

Mix-cité, Voix dElles-Rebelles et les Marie Pas Claire discutent de
leur engagement et de la question de la transmission de la mémoire des
femmes.
Mme si le mot féminisme est aujourdhui banni de la plupart des
discours, pourquoi les femmes nauraient-elles pas accès à son héritage
historique: le droit de vote, le droit à lautonomie financière, le
droit à la contraception, à lavortement, le droit au travail? Les
femmes ne doivent-elles pas se réapproprier leur histoire : des
suffragettes à lexemple actuel des femmes algériennes ou kosovars ?
Force est de constater que les luttes des féministes des années 70 sont
oubliées, donc nont pas ou mal été transmises. Faute aux médias ? Aux
féministes elles-mmes ? Lécart de conscience entre la génération des
mères et celle de leurs filles sest creusé. Histoire sociale ou
histoire des femmes ? Perte de mémoire ? Comment faire pour que les
informations circulent ?

lettre de l'"émir national" de l'AIS confirmant la trve décidée par son
organisation, est un fief des GIA de l'ouest. En 1997, lors de l'annonce
de
la trève de l'AIS, les GIA avaient déclenché une série de massacres de
civils pour manifester leur refus de ce qu'ils dénonçaient comme une
"trahison" de la part du bras armé du FIS.

en résidence surveillée. Dans son commentaire ("autorisé") à la lettre de
Madani Mezrag, l'agence officielle de presse APS écrit que "les
dispositions
nécessaires seront prises pour consacrer (l'assise juridique de l'arrt des
tueries) avec le consentement du peuple et conformément aux dispositions de
la constitution et des lois de la République, ce qui contribuera à classer
le dossier sécuritaire dans les meilleurs délais dans un avenir proche avec
la volonté de Dieu".
Madani Mezrag dans lequel celui proclamait que "l'AIS a décidé d'abandonner
définitivement sa lutte armée contre les autorités" et de mettre "ses
forces
pour la défense du peuple et au service de la patrie (...) sous l'autorité
de l'Etat" (ce qui pourrait signifier leur engagement contre les GIA), la
télévision publique a diffusé la réponse du président Bouteflika : le
président annonce qu'il va faire élaborer "un projet de loi à soumettre au
Parlement pour régler les problèmes" posés par la nécessité d'une "base
légale" à la trve de l'AIS. Le communiqué présidentiel, qui ne précise pas
la date à laquelle le projet de loi sera déposé, contient l'engagement
d'Abdelaziz Bouteflika à "traiter avec transparence et à informer"
l'opinion
publique du traitement de ce dossier. Selon le communiqué,. la loi qui sera
proposée "accorde la clémence à toutes les personnes concernées dans le but
de régler l'ensemble des questions de sécurité visant à rétablir la
stabilité". En outre, selon des sources "proches du FIS" citées par
Reuters,
les contiions de détention et de visite par sa famille d'Ali Benhadj ont
été
récemment assouplies.
abandonner les armes et sa volonté à coopérer avec le président Bouteflika
si celui-ci mettait en oeuvre les accord passés avec le commandement de
l'armée. Le chef de l'AIS accusait par ailleurs des "parties agissantes du
pouvoir" d'avoir fait en sorte en 1997 que la trve "ne se réalise pas"
alors que l'AIS avait "mis entre les mains des décideurs de l'Etat algérien
un projet pour mettre fin à la crise et arrter définitivement l'effusion
de
sang". Après l'élection d'Abdelaziz Bouteflika, Madani Mezrag considère que
"la destruction des groupes criminels déviationnistes" (c'est-à-dire les
GIA), "la neutralisation du feu de la fitna" (discorde) et "l'arrt du bain
de sang sont faciles et possibles si sont réunies les bonnes volontés et
les
saines intentions et sont conjugués les efforts de tout le monde pour
atteindre l'objectif recherché". Madani Mezgrag conclut sa lettre (rédigée
sur un ton très "coranique") par ces mots, adressés à Abdelaziz Bouteflika
:
"Notre espoir en vous est grand, quant à la réalisation de la paix et de la
stabilité pour le pays et les individus. Nous prions le bon Dieu pour qu'il
vous vienne en aide et qu'Il vous guide vers le succès dans votre très
grande mission".
"Djazarouna" ont très vite et très négativement réagi à l'annonce de la
disponibilité du pouvoir à consacrer juridiquement et politiquement la rve
de l'AIS : "aucune justification expliquant les concessions que feraient
les
pouvoirs de décision aux islamistes ne sera tolérée", déclarent les deux
associations, pour qui "les intérts supérieurs de la nation ne peuvent
tre
garantis par des négociations menées sous les menaces des ennemis de
l'Algérie, mais par la rigueur et la détermination du peuple aux côtés de
l'Etat, de ses forces armées, des GLD et des Patriotes". Et les deux
associations de réitérer leur "détermination à lutter pour l'abrogation de
la loi dite de la Rahma" (clémence) dont bénéficient les "terroristes
repentis". Deux autres organisations, le "Comité national contre l'oubli et
la trahison" et la "Fondation Tahar Djaout" unt appelé à un rassemblement
le
10 juin à Alger pour "contrecarrer le plan de trahison et de soumission
envisagé" par le président Bouteflika. Une protestation comparable a été
émise par l'édotorialiste du quotidien "Le Matin", qui accuse le président
d'avoir transformé en son "interlocuteur direct" un "dangereux terroriste
(...), un chef de bandes armées responsable de milliers de crimes, de viols
et d'actes de sabotage", d'avoir "élevé au rang de héros des assassins, des
égorgeurs de bébés et des violeurs de femmes" et, finalement, d'"assassiner
une seconde fois toutes les victimes de l'intégrisme islamiste".
Du côté des partis politiques, le Front des forces socialistes, rappelant
qu'il n'a pas "cessé depuis janvier 1992 de préconiser une issue politique,
pacifique, démocratique et globale à la grave crise que vit le pays", et
qu'il n'avait eu "de cesse d'encourager (...) toute initiative visant à
réduire les niveaux de violence et à préserver des vies humaines", salie
"toute initiative de retour à la paix" mais prévient qu'il ne saurait
"cautionner (un) accord qui ne (s'inscrirait pas) dans une perspective
démocratique de sortie de crise", et considère que "seul un compromis
historique pour la paix et la démocratie permettra le renouveau de
l'Algérie", car "la paix est indissociable de la démocratie et (toute)
démarche qui faix l'impasse sur celle-ci ne peut qu'échouer et aggraver
ainsi l'instabilité". De son côté, le MDS a dénoncé une "insulte" envers
les
démocrates et proteste vivement contre la médiatisation par les autorités
de
la lutte de Madani Mezrag, médiatisation que relève également le RCD, qui y
voit un fait politique : "la trve (...) vient, via la télévision, d'tre
implicitement assumée par les plus hautes autorités de l'Etat".Pour le RCD,
qui dénonce les "initiatives politiques parallèles", "le traitement du
fléau
intégriste et politique" Le FLN a réagi en se disant favorable à toute
initiative visant à "réaliser la réconciliation nationale dans le cadre des
lois de la République". Le PRA a approuvé une démarche "consistant à rendre
public et transparent le traitement du dossier" de l'AIS, mais récuse les
notions de "trve" et de "négociations". Ennahda a exprimé sa satisfaction
face à ce que le mouvement islamiste considère comme une "évolution
positive".

d'universitaires, de figures du mouvement nationaliste algérien et de la
fille de Messali, fondateur du Parti de l'Etoile nord-africaine (ENA) et du
mouvement national algérien "moderne", mais voué aux gémonies depuis 1954
par le FLN -qui avait physiquement et politiquement traqué et éliminé le
mouvement messaliste de la scène politique algérienne, lors mme que la
plupart des fondateurs du FLN avaient fait, à l'origine, partie du
mouvemment messaliste.

Cameroun, et le Caucus des Femmes du Cameroun se sont engages, en
octobre 1997, dans un contrat de confiance avec les autorites du pays,
portant sur la promotion de la sante de base, un programme de promotion
des femmes, la creation et vulgarisation d'un code de la famille, la
representation des femmes dans les instances dirigeantes, la lutte
contre toute violence faite aux femmes. La LEFE produit un journal
mensuel : la Cite, va creer une radio locale a Yaounde specialisee dans
les emissions educatives pour enfants et femmes : la VW, et vient
d'editer un livre de competences feminines au Cameroun dans lequel on
trouve pres de 200 curriculum vitae de femmes. Contact :

sur les theories de genre et le developpement social en Afrique: mettre

Manifiesto Internacinalista será ledo y difundido.

Revolucionario, nos adherimos al Manifiesto Internacionalista, por las
razones siguientes:
deben de existir con los demás hermanos que sean agredidos. Que en este caso
el pueblo yugoslavo es vctima de una guerra injusta de agresión por parte
de los pases que integran la OTAN y fundamentalmente el imperialismo
norteamericano, una vez más.
2.. A todo lo largo de la historia de nuestra América Latina esta llena
de agresiones contra el pueblo. Al nuestro por circunstancias de la vida,
nos ha tocado tener como vecino a dicha potencia imperial. De manera que sus
agresiones, despojos y oprobios son cotidianos, pero no obstante las fuerzas
revolucionarias y democráticas estamos conteniendo esta guerra de agresión
que toma forma con la llamada guerra de baja intensidad.
3.. Preguntamos Qué pas seguirá después de esta aventura guerrerista?.
Deben de tener una lista muy larga. Porque hoy los pueblos da con da se
están levantando para acabar con estas injusticias que salen fuera de toda
lógica.
Por estas y muchas más razones, es que nos adherimos a este Manifiesto, para
acabar de una vez por todas con estas infamias. Ténganlo por seguro que al
interior de nuestro pueblo estaremos impulsando, como lo hemos hecho
siempre, las actividades y pronunciamientos que sean necesarios hasta lograr
este objetivo.
Finalmente nos ponemos a su disposición para darles toda la información que
requieran, as como la que vayan saliendo sobre esta iniciativa, que
valoramos enormemente.
Nos despedimos con nuestros revolucionarios y fraternos saludos, en espera
de nuevas comunicaciones, aunque de momento sólo sea por este medio.

Jusqu'en 1979, les Lubicons vivent de maniere traditionnelle selon leurs
coutumes. Les Cris sont sur les territoires entourant le lac lubicon,
bien longtemps avant l'arrivee des europeens.
Une route construite pour le developpement bouleverse la communaute crie.
Le petrole et le gaz constituent des richesses naturelles convoitees,
Mais les Cris n'ont pas cede leurs territoires traditionnels. Et
pourtant...
Les compagnies de petrole et le gouvernement de l'Alberta ont fait depuis
1980 plus de 500 millions par annee! Les lubicons paient pour cela:
tuberculose, maladies respiratoires et de la peau, cancer, fausses
couches et deformations congenitales, L'economie traditionnelle a ete
fauchee par cette course au petrole et au gaz. De plus, la compagnie
multinationale Daishowa a obtenu les droits de coupe sur les forets des
Lubicons.
L'Amazonie equatorienne est un lieu de vie pour de communautes
autochtones. C'est aussi un endroit propice pour trouver du petrole. Or,
l'extraction sauvage du petrole menace la vie et la culture des
autochtones.

terrains aux compagnies petrolieres etrangeres pour arriver a payer ses
dettes envers le FMI et la Banque mondiale.

World wide action June 18 at Ottawa
2ND GLOBAL DAY OF ACTION AGAINST CORPORATE GREED!

confronting the pro-capital trade liberalization agenda of
the World Trade Organization and other such trade fora. We
believe this agenda is killing our planet, promoting war and
keeping the majority of the world's population living in
miserable conditions.
Trade and the World Trade Organization" (PGA) which began in
Geneva in February of 1998. PGA is an international network
of peoples' movements which operates as an instrument of
communication and coordination for those fighting against the
destruction of humanity and the planet by the growing global
market. Last years actions took place in over 30 cities on
every continent and involved hundreds of thousands of people!

This year, the PGA and others have put out a call for a day
of global action on Friday, June 18, aimed at the heart of the
global economy, including the financial centres and
multi-national corporate power bases. This day was
chosen to coincide with the beginning of the G8 talks in
Kln, Germany. The G8 (Gang of 8) consists of the leaders of
the world's wealthiest countries. They will be meeting in
Kln to discuss how to further entrench an economic system
designed to keep the few in complete control. An
Inter-Continential Carivan has been cross-crossing Europe and
will be in Kiln when the G-8 meet.
In Ottawa, our participation on June 18 will consist of a
moral audit action where we will confront representatives of
different institutions of capital with a series of questions
intended to allow us to determine their moral integrity.

s'exercer dans tous les domaines de la vie, dans les entreprises
(peut-on imaginer lieux plus anti-démocratiques ?), dans les
quartiers,
à l'école, et jusque dans les derniers recoins de la sphère du privé.

Tellement, qu'ils ne cessent de se bagarrer pour que ce droit ait les
moyens économiques, financiers et politiques de s'exercer pleinement
et égalitairement.

Tellement, qu'ils ne cessent de clamer sur tous les toits que ce
droit n'a de sens que s'il s'accompagne d'un mandatement précis et
d'un contrôle permanent pouvant déboucher sur une révocabilité à tout
moment.

Tellement, qu'ils veulent remettre le système sur ses pieds en
renversant le rapport de force entre les mandants et le mandataire par
l'introduction du mandat impératif et la révocabilité des élus...

Pour toutes ces raisons, et pour bien d'autres, les anarchistes se
refusent à cautionner cette carricature que sont les élections au
royaume de la "démocratie" parlementaire.

Pour toutes ces raisons et pour bien d'autres encore ils ne se
présentent pas à ces pseudo-élections et vous invitent régulièrement à
les boycotter.

Pour toutes ces raisons... ils ont la faiblesse de croire que le plus
court chemin menant à un droit de vote digne de ce nom et à des
élections qui ne soient pas des pièges à cons, consiste aujourd'hui à
agir plutôt qu'à élire.
