You may not like what John Clarke and others stand for, but they speak
for the underdog

Being a politically minded activist can be a thankless job. Just ask
Dudley
Laws or Charles Roach. These men have devoted their lives to fighting for
what they believe in - equal rights for everyone, regardless of race,
creed, colour or economic status.

Laws and Roach believe racism and discrimination are big problems in
Toronto. And far too often black people are the victims. Not everyone
supports their theory. Even I have a hard time getting behind some of
their
causes, but I respect the fact they make themselves available to anyone
in the black community who feels he has been wronged.

They make no money doing what they do, yet they unselfishly give their
time
and energies to help those who can't (or don't know how to) help
themselves.

For their efforts they have received much criticism from the mainstream
media. This has led many people to think they're misguided fools who rely
on the race card too much.

Despite all the negative publicity and criticisms they receive they still
soldier on with their work, trying their best to fight what they believe
is the good and moral fight.

There aren't too many people in this city who can say they know what it's
like to walk a mile in Roach's or Laws' shoes.

PROTEST ORGANIZER
One person who may have an idea is John Clarke. He's the president
of the Ontario Coalition Against Poverty (OCAP). His group organized the
tent-city homeless protest that happened a couple of weekends ago at Allan
Gardens. Since then, Clarke has taken a beating in the media. (Something
Roach and Laws are also familiar with.)

The protest lasted three days. It ended with a violent skirmish between
police and protesters who refused to leave the park.

Clarke has described the skirmish as an important event in the battle.
Twenty-five protesters ended up being arrested. They were charged with
offences such as trespassing, mischief and resisting arrest. Clarke was
home
in his bed when the ruckus started, otherwise he too may have gone to
jail.

Clarke has said he didn't want people to be put in jail, he just wanted to
raise the city's awareness to the plight of the homeless. He also hoped
the
protest would force the city to make more hostel beds available. His plan
only half worked. The city didn't open any more hostel beds. In fact, the
mayor's office reported that on the weekend OCAP and the homeless were
protesting, there were more empty hostel beds in the city than there were
protesters in the park.

But the protest did raise public awareness of the homeless problem in this
city.

PADDY WAGONS
I'll bet almost everyone saw the pictures on the news and in the papers of
police dragging protesters out of the park and loading them into paddy
wagons. I don't think this is the type of awareness Clarke was hoping for,
but at least it let people know they were serious.

Some people said the protest was misguided and they should have vented
their frustrations at City Hall and not at Allan Gardens and its
surrounding neighbourhood.

Others said Clarke was self-serving and that he and his pals from OCAP
were trying to sensationalize the issue for their own good (how they would
benefit is beyond me). Some of the protesters were even labelled as
professional agitators who weren't even homeless (it has been reported
that 20 of the 25 people arrested provided the police with addresses).

This didn't help evoke public sympathy for Clarke's protest, but he vowed
to continue the fight. He's been fighting for the underdog since 1983,
when
he was laid off from his factory job and formed the London Union of
Unemployed Workers. OCAP was formed in 1990 and Clarke's been a thorn in
the city's side ever since.

You may not like what Dudley Laws, Charles Roach or John Clarke stand for,
but as political activists they provide a valuable service. They keep
issues in the spotlight until they can't be ignored any more.

Here's an idea - use that bonus to help poor
The trickiest task facing a columnist is to attempt to explain what it all
means. The danger is always the temptation to venture into the deep end
before events unfold.

So it was early last week when three local columnists took a shot at
coming to terms with what one described as a camp-in, another a camp-out,
involving the takeover of a downtown Toronto park by a ragtag collection
of demonstrators protesting the plight of the city's homeless population.

By taking the plunge before sleeping campers were roughly awakened and
ejected from the park by the police in the early hours of Tuesday morning
- - the day the columns appeared - the three writers missed the irony
marking the conclusion of the uprising.

As the police swept through the park, one of the key organizers was home
in bed. When the dust had settled, the police revealed that 20 of the 25
"homeless" protesters arrested for minor offences had permanent
addresses.
As well, a reported 90 officers took time off from real crime-fighting to
descend on the park to wrestle some 50 sleepy protesters into submission.

The views of the three columnists are so much at odds, readers are
forgiven if they concluded three distinctly different events had taken
place.

Two of the columns appeared in the National Post. City columnist Joe
Fiorito alludes to the sit-in by defending the protesters for coming to
the aid of
"squeegee punks who've been harassed by the police, charged with silly
offences and slapped with fines." He concludes that the squeegees should
be
venerated as latter day hippies, the difference being "at least these
kids are willing to work" as against just sitting around and passing the
hookah. Fiorito also delights in the Zen of spiked hair and body piercing.

Fellow Post columnist David Frum is on another planet. Frum dismisses the
protest as a con. He divides the homeless into four groups. For some
reason drunks, addicts and prostitutes are lumped together. Then come the
mentally ill, petty criminals and runaway kids escaping "their mother's
boyfriends."

Frum reckons law enforcement is the only answer. The impression is that
he'd commission a press gang, clear the poorhouses, slap 'em in irons,
drag 'em off to leaky hulks and ship 'em off to Van Diemen's Land in the
event that venue was still playing.

In contrast, Toronto Star columnist Thomas Walkom bemoans the limp
support offered the protesters from what he defines as "the official
left." He likens
the homeless to the hobos who rode the rails in the 1930s. Walkom is the
only one of the three to acknowledge those behind the protest are paid.
He concludes that officialdom's response to the riff-raff sidelined by
corporate layoffs and government cutbacks and cluttering up the otherwise
prosperous urban landscape is to have them ``move on.''

Public reaction is equally confused and ranges from utter contempt to
unqualified support for the protesters.

Problem is that much of the response has been polarized and ignores two
or three fundamental issues.

First, the homeless have as much right to agitate and be led by paid
organizers as do the business oriented lobby groups and think-tanks that
push the corporate agenda.

Visible homelessness has been in our faces ever since government withdrew
support for the social housing that freed up other low-cost units for
those on the bottom rungs.

Yes, folks, many of the homeless suffer from addictions and mental
illness. Where are the community treatment centres promised when
government closed the asylums and slashed welfare rates? Lost in the
flurry of well orchestrated demands for government cutbacks, that's where.

And, Fiorito is right. Many of the young in the ranks of the homeless are
just another wave of non-conformist youth who have always been with us.

By chance, the History Channel is replaying footage of the 1960s standoff
between Yorkville hippies and the authorities of the day. There's a
young, bearded David De Poe having it out with city politicians over
police harassment and the like. Thirty years later, the rhetoric is the
same. And just as the hippies moved on, so will the squeegees and the
body piercers and hair spikers,to make way for yet one more wave
determined to offend middle-class morality.

Here's an idea to bridge the gulf. Link welfare rates and social spending
to the rate of increase in salaries and bonuses paid to those in the
upper echelons of the corporate world.

It could be called the Poverty Index. Or the Prosperity Index, if you
prefer. Such a move would allow those caught between the two poles to
just get on with their lives without having to put up with all the
blather.

Geneve, 17 aout 1999

VIOLENCES
(Liberte, AFP 16.8, El Watan, AP 17.8) Le massacre commis dans la nuit du
14 au 15 aout a Ouled Lakhdar, pres de Bouaiche, dans la commune de Beni
Ouenif (wilaya de Bechar) a fait au moins 29 morts et 3 blesses. 10
femmes, dont une adolescente, ont ete enlevees. Le massacre a eu lieu
apres que plusieurs vehicules particuliers, taxis et semi-remorques,
aient ete stoppes sur la RN6 par un "faux barrage" tenu par un groupe
arme d'environ 25 personnes, munis de fusils de chasse et d'armes
blanches. Trois des victimes du massacre ont ete egorgees, les 26 autres
tuees par balles. Selon "El Watan", le GIA auteur du massacre, qui serait
celui de l'"emir" Bouchi, a passe la frontiere et s'est refugie au Maroc.
Dans les 15 premiers jours d'aout, au moins 100 personnes, dont 27
militaires, ont ete tuees et 150 blessees dans des attaques et des
attentats attribues aux groupes islamistes hostiles la demarche
"reconciliatrice" du president Bouteflika.

(AP 16.8) Cinq soldats ont ete tues dans une embuscade tendue par un
groupe arme a une patrouille militaire dans la region de Boumerdes, le 15
aout.

GROUPES ARMES
(APS, Liberte 16.8) Le ministre de l'Interieur Abdelmalek Sellal a
dementi dans un entretien publie par le quotidien "Liberte" le 16 aout,
que des islamistes relaxes lors de la grace presidentielle du 5 juillet
se soient rallies" a des "groupes terroristes encore en activite".
Qualifiant de "rumeurs sans fondement" les allegations en ce sens, le
ministre a affirme que les islamistes liberes "sont soumis a un suivi de
tous les jours". A propos de derniers attentats et massacres, le ministre
a considere que cette flambee de violence avant le referendum etait
"previsible" et qu'il y aura "toujours un carre de terroristes
irreductibles qui refuseront de se plier a toute demarche de paix".

DROITS DE L'HOMME
(Reuters, FIDH 16.8) Le Collectif des familles de disparus en Algerie et
la Federation internationale des ligues des droits de l'Homme (FIDH)
appellent les autorites algeriennes a etablir la verite sur le sort des
"disparus" et inviter une mission de l'ONU a se rendre en Algerie. Dans
un communique publie a Paris, la FIDH annonce avoir transmis 537 dossiers
supplementaires au Groupe de travail sur les disparitions forcees des
Nations Unies a Geneve, compose de cinq experts independants, et qui a
deja recu un millier de dossiers, demandant sur chacun des cas des
explications au gouvernement algerien.

Avec le Sri Lanka et la Colombie, l'Algerie est le pays pour lequel le
groupe de travail a recu le plus grand nombre de cas. La FIDH evalue a
plus de 4000 le nombre des "disparus" en Algerie, essentiellement des
personnes "arretees, souvent illegalement, par les differents elements
des forces de securite algeriennes". La FIDH et le collectif des familles
algeriennes regrettent que le groupe de travail de l'ONU n'ait pas ete
autorise a se rendre en Algerie pour enqueter sur les disparitions et, "a
l'heure ou le president Bouteflika engage un processus de reconciliation
nationale longtzemps attendu", esperent que "les autorites algeriennes
sauront mettre un terme a la tragedie des disparitions forcees".

ECONOMIE
(AFP 15.8) L'Algerie prevoit une hausse de 50 % de ses reserves en devise
d'ici la fin de l'annee en raison du redressement du prix du petrole,
dont le pays tire plus de 95 % de ses revenus. Le ministere algerien des
finances prevoit que les reserves de devises de l'Algerie passeront de
4,8 milliards 7,1 milliards de US$ a la fin de l'annee, sur la base d'un
prix moyen du baril a 16 US$

(APS 17.8) La balance commerciale algerienne a enregistre en juillet un
excedent de 186 millions de US$ (730 millions d'importations couvertes
par 925 millions d'exportations), ce qui represente une baisse de 2 % des
importations et une hausse de 17 % des exportations par rapport a 1998.
33,61 % des importations sont constituees par des biens d'equipements (en
hausse par rapport a 1998), 28,03 % par des produits alimentaires (en
baisse), 23,91 % par des produits destinee au fonctionnement de l'outil
de production (en baisse). Le principal fournisseur de l'Algerie en
juillet 1999 est la France (24 %), suivie de l'Italie (8,38 %), de
l'Allemagne (8,13%) et du Japon (7,15 %). S'agissant des exportations,
plus de 97 % d'entre elles sont constituees par les hydrocarbures, dont
la valeur (900 millions de US$) est en hausse de 18 % en un an. Le
principal client de l'Algerie est l'Italie (23,25 %), suivie de la France
(19,81 %), des USA (8,63 %) et de l'Espagne (8,19 %).

(APS 17,8) Le ministre de l'agriculture Benalia Belhouadjeb a annonce le
16 aout que la production algerienne de cereales avait baisse de pres de
33 % en 1999 par rapport a 1998, passant de 30 millions de quintaux a 20
millions. Le ministre n'a pas donne d'explications sur les raisons de
cette baisse, qui pourrait etre due a la faible pluviometrie sur les
regions cerealieres. L'Algerie est le premier importateur de ble au
monde, et les cereales constituent 45 % des achats agricoles algeriens a
la France. La chute de la production algerienne devrait entrainer une
hausse des importations, et affecter donc assez lourdement la balance
commerciale (28 % des importations etaient constituees en juillet 1999
par des importations de produits alimentaires).

CULTURE
(AP 16.8) Le Salon international du Livre d'Alger va se tenir du 12 au 30
septembre, apres une interruption de douze ans. 43 editeurs francais, une
dizaine d'editeurs algeriens, ainsi que des editeurs belges,
britanniques, tunisiens, koweitis, syriens, libanais, egyptiens,
marocains, suisses et canadiens seront presents.

POLITIQUE
(FFS 17.8) Le Front des Forces socialistes estime, dans une declaration
de son Premier secretaire Ahmed Djeddai a l'AFP, que le referendum sur la
loi sur la "concorde civile" est inutile et "s'annonce d'ores et deja
comme un plebiscite", des lors que "la loi sur la concorde civile est
deja en application". Pour le FFS, ce referendum "participe, une nouvelle
fois, d'une volonte de normalisation autoritaire de la societe au
detriment de la democratie et du libre exercice des droits politiques et
civiques". Les socialistes algeriens regrettent qu'"aucun dispositif
serieux reposant sur des objectifs, des echeances et soutenu par des
mesures concretes n'est propose au peuple pour instaurer la paix et
realiser la reconciliation nationale", et qu'"aucune mesure allant dans
le sens de l' ouverture politique et mediatique n'est prise pour
permettre a la societe de debattre et de participer d'une maniere active
au reglement pacifique, politique et democratique de la crise", et estime
que l'on assiste depuis l'election du president Bouteflika "a une
extinction dangereuse de toute vie politique", ce qui "laisse la voie
libre aux ultras des deux bords". Le FFS, qui s' etait abstenu lors du
vote de la loi par l'Assemblee nationale, se declare "cependant attentif
a toute initiative et marque son entiere disponibilite a agir dans la
perspective d'une issue politique, pacifique, democratique et globale a
la crise".

MEDIA
(AP 16.) Six fournisseurs d'acces a l'Internet (cinq prives, dont GECOS,
et un public, TDA) ont recu le 16 aout leur licences d'exploitation au
ministere des Postes et telecommunications. Les licences ont ete
delibrees par une commission ou siegeaient des representants des
ministeres de la Defense, des Affaires etrangeres, des Finances, de
l'Interieur, des Postes et telecommunications, de la Communication et de
la culture, de l'Enseignement et de le racherche et du Commerce. Ces
fournisseurs disposent d'un an pour commencer leur activite. Une
vingtaine de societes s'etaient portees candidates a l'obtention d'une
licence. Jusqu'a aujourd'hui, le CERIST (Centre d'etudes et de recherche
sur l'information scientifique et technique), organisme public, detenait
le monopole de l'acces a l'Internet, avec 5000 abonnes, en majorite des
institutions et des societes. Toutefois, environ 20,000 internautes
algeriens contournaient ce monopole en souscrivant des abonnements aupres
de fournisseurs etrangers.

*** El líder del Verde Ecologista llama al Ejército a intervenir para
"rescatar a la Universidad de la anarquía"

El operativo militar sobre el Valle de Amador, en la comunidad de Amador
Hernández, ha tenido la novedad de involucrar paracaidistas en la
instalación rápida de posiciones de combate en las comunidades de la selva
Lacandona.

Si bien ya son decenas los pueblos que, contra la voluntad de sus
pobladores, tienen hoy dentro de sus límites y a orillas de sus ríos
numerosos cuarteles, campamentos y otras construcciones militares, en las
últimas semanas, de manera poco usual, están instalándose en pueblos de las
montañas.

Perseguidos desde hace más de un año, trabajando en la clandestinidad para
evitar ser aprehendidos y optimistas por mantener intacta la estructura del
territorio rebelde, formada por 110 poblados de la selva Lacandona, el
consejo autónomo del municipio zapatista Ricardo Flores Magón asegura que
hoy enfrenta una invasión masiva del Ejército Mexicano y, al mismo tiempo,
el embate de grupos paramilitares apoyados por el gobierno interino de
Roberto Albores Guillén.

En un lugar de la biosfera Montes Azules, todos los integrantes del consejo
reaparecieron públicamente para denunciar ''la guerra silenciosa'' que
realizan ''los federales'' en Chiapas y su avance incontrolable sobre las
comunidades zapatistas de valles, cañadas y la reserva ecológica de la
Lacandona.

''Nos han declarado la guerra silenciosa, la mala muerte, el exterminio,
por lo que el gobierno (federal y estatal) ha ensombrecido nuestro paisaje
con amenazas y destrucción. Ha metido un demonio gigante a nuestras
comunidades, que mal gasta los dineros del pueblo, tira recursos donde más
han hecho falta. Ese demonio es el Ejército, que como una bestia, vomita
muerte, amenazas y destrucción, pero que esconde la cara oculta del
gobierno'', afirman Jaime, Zeferino, Olga, Leticia y Héctor, todos ellos
dirigentes de Flores Magón, que mantiene su trabajo en la clandestinidad.

En las principales carreteras de acceso a la selva Lacandona, el Ejército
federal mantiene sus patrullajes, retenes y vigilancia a miembros de
compañías constructoras que participan en la rehabilitación y apertura de
nuevos caminos.

En el poblado de Amador Hernández se mantiene la zozobra, a tres días de la
llegada de cientos de efectivos militares de la 39 Zona Militar, con sede
en la cabecera municipal de Ocosingo.

El coordinador para el diálogo y la negociación en Chiapas, Emilio Rabasa
Gamboa, anunció ayer que el gobierno federal prepara una nueva iniciativa
de corte político para resolver el conflicto en Chiapas y ''desea que sea
lo más incluyente posible'', por ello se ha escuchado a la Comisión
Episcopal, a organizaciones no gubernamentales y a grupos de defensa de los
derechos humanos para incorporar sus propuestas.

No se trata de otra iniciativa de reformas constitucionales, ''esta nueva
será de corte político, no de tipo jurídico'', precisó. Agregó que el
gobierno no sólo no objetaría que en el Congreso se analice el proyecto de
la Cocopa, que es la demanda zapatista ''que según ellos expresan da
cumplimiento a los acuerdos de San Andrés'', sino que ese análisis sería
bienvenido.

Mediante la violencia el EZLN da "patadas de ahogado" para pretender frenar
el desarrollo de las comunidades de la Selva Lacandona en materia de salud,
educación, proyectos productivos e infraestructura carretera, pero "no lo
vamos a permitir ni a prestarnos a ningún chantaje; por el contrario las
obras van a continuar y no se dará marcha atrás en la construcción del
camino San Quintín-Amador Hernández en el municipio de Ocosingo", afirmó el
gobernador Roberto Albores Guillén.

El Consejo General de Huelga (CGH) calificó de "demagógico" el mensaje
pronunciado ayer por el rector Francisco Barnés de Castro, y señaló que
aunque éste se comprometa a encabezar un proceso de transformación en la
universidad, ello no significa que habrá garantías para llevar al terreno
de la práctica ese planteamiento.

Exigió al rector Barnés que "no se tome la libertad de llamar al Consejo
Universitario a sesionar" con la intención de dar una salida al conflicto,
y no una solución, dejando de lado al CGH.

** EL LÍDER DEL VERDE ECOLOGISTA LLAMA AL EJÉRCITO A INTERVENIR PARA
"RESCATAR A LA UNIVERSIDAD DE LA ANARQUÍA"

El presidente del Partido Verde Ecologista de México, Jorge González
Torres, llamó al Ejército para que desaloje a los estudiantes paristas y
"rescatar a la máxima casa de estudios de la anarquía". Lo único que hace
falta, dijo, es que el Presidente "le haga una llamada telefónica al
secretario de la Defensa, general Enrique Cervantes, para indicarle que
ingrese a sus hombres a las instalaciones de la UNAM".- (DPA).

El primer destacamento de 400 efectivos de la Secretaría de la Defensa
Nacional (Sedena) fue instalado en la región de Los Chimalapas, en los
límites de Chiapas y Oaxaca, en previsión de posibles enfrentamientos por
la disputa territorial y agraria que vive la zona.

En los últimos cinco años y medio, a partir de la insurrección zapatista en
Chiapas, diversos reportajes en la prensa nacional hablan de importantes
reservas petroleras dentro de la selva Lacandona. Ello en contraste con los
escasos informes de Pemex e incluso de ciertas instituciones
norteamericanas de exploración geológica, que reconocen la presencia de
petróleo en la Selva Maya (en Chiapas, Guatemala y Belice) pero en muy
bajas cantidades. No obstante, numerosas fuentes y datos hablan de la
presencia en la región de yacimientos petrolíferos gigantes, y tal vez
supergigantes.

Pasan los días y las semanas y seguimos esperando la nueva estrategia que
el nuevo secretario de Gobernación prometió para enfrentar el conflicto de

A la sociedad civil nacional e internacional:
A la prensa nacional e internacional.

El d’a 28 de julio, el subsecretario de gobierno Juan Villafuerte
Monterroso y José Alfredo Jiménez Henández vinieron a confirmar con los
paramilitares que están en la Trinidad (su dirigente, Vicente Pérez
Castellano), que, s’ van a revestir la carretera de Nuevo Real hasta
tacitas.

Los trabajos de limpieza de la carretera empezaron el 9 de agosto, con
gente del PRI y paramilitares, desde este d’a hasta la fecha los
patrullajes han sido constantes.

El mismo 28 de julio acordaron en que el ejército, paramilitares y Polic’a
judicial van a cuidar dichas labores, esto fue a petición de Vicente Pérez
Castellano.

Para la construcción de puentes que quieren hacer no están pagando
material, no pagan la grava, toman la que hay en las comunidades.

Además del revestimiento de la carretera esta el proyecto de hacer ramales
y puentes sin autorización de las comunidades.

Quieren Construir:
1. Puente de concreto desde Jatate a la rancher’a Sajulja.
2. El otro, un puente de hamaca en la rancher’a Santo Domingo
3. Otro puente en Brasil donde se encuentra un destacamento militar.
4. El otro en el ejido las Tazas.

La gente de pueblo no esta de acuerdo con el proyecto de construcción de
los puentes y de ramales. El grupo que lo pidió son del MIRA, grupo
paramilitar.

La idea de este proyecto de paramilitares es tener mayor movilidad y as’
poder controlar mejor al poblado de la Trinidad y otras comunidades
cercanas.

Los polic’as judiciales que están en del ejido la Trinidad desde finales de
julio han llevado muchas prostitutas, los zapatistas y los independientes
no estamos de acuerdo.

Las prostitutas, polic’as judiciales y ejercito federal se bañan sin ropa
en el r’o y hacen cosas que la gente de los pueblos no están de acuerdo en
su comportamiento.

Tiran basura en el R’o, lo contaminan, tiran latas, papeles. La comunidad
se queja pero el comandante del ejército federal que esta en la trinidad no
hace caso de las quejas de la comunidad, solo le hacen caso a los
paramilitares como Vicente Pérez Castellanos.

En la comunidad de La Trinidad la gente no puede hacer reuniones con la
comunidad libremente, porque siempre hay polic’as escuchando. Los domingos
ya no escuchan la palabra de Dios por presiones de los polic’as, pues les
dicen.
ÀPara que tocan la campana, quien es el catequista, para que lo van a
hacer?

Los polic’as no dejan pasear a la gente dentro del ejido, a las 20:00
horas, a todo el que pasa lo detienen y les preguntan:
Àa dónde va, como se llama, a que iba, con quien fue?

Los detienen entre 1 hora y 1 hora y media de las 20:00 horas a 5:00 a. m.
No dejan salir a la gente.

Para los arreglos del camino los paramilitares están pidiendo dinero para
la mano de obra. A Vicente Pérez, Rafael Jiménez Hernández de Nuevo
Poblado San Jacinto, recibieron 60 mil pesos por limpiar de nuevo el camino
de Nuevo Real a Tacitas.

Pedimos el retiro de Polic’as, ejército federal y de paramilitares de la
zona que solo están causando problemas a nuestras comunidades, as’ también
que no construyan nada que no sea por acuerdo de las comunidades. Pedimos
respeto a nuestras costumbres y a toda la población de la zona.

First of all, let me thank you for the great williness you're showing for
this coming event. I certainly hope that you'll get additional support for
this demostration. I'm not sure the extend of awareness there is in
London or around the U.K. about the situation out here in the 'American'
southwest.

I want to express my input and suggestions, mainly, about how the
traditional Dineh elder resistors should be represented. As you might have
read in some recent information that has been distributed around that, the
Dineh resistors have stated that, "We leave it now up to the Great Spirit
as to what is going to happen to us and our land. We, here in Big
Mountain, are now going to rely on our ceremonies and have medicine people
come into our homes and conduct prayers of protections. We feel it is the
only way at this point because for years we have made all legal attempts
and asked large government bodies to stop this relocation. Now, we are
going to turn back to the powers of our Deities of Big Mountain and Black
Mesa and allow them to become the Supreme Judges of Dineh Life."

So, I would like to suggest that this demostrations needs to be conducted
in a matter of a prayer vigil. I ask on behalf of the elders who are from
hereon doing very sacred ceremonies that, vigil participants carry out a
peaceful and honorable demostration. In order to show great respect for
the prayers of the Dineh resistors, the U.S. Embassy security and local
authorities shall be respected as well, and that they should not be
intimindated in any way. We must show them that we, as the true human, can
stand their intents of intimindating us but we are there to pray for them
as well as for the Dineh on Black Mesa. The Embassy security will take any
form of protest at their gates very seriously, but we have to understand
(I'm sure you do) it is because they are afraid of the truth and because
of the many threats and recent bombings. So, our approach must be done
with a great understanding on our part with how we will dress and what
we will say is going to be the representation of the Dineh resistors.

If the authorities want the demo sponsors to go through the appropriate
channels to get permission that must be done. We will present them the
truth about what they are denying and that they (U.S. States Dept.) cannot
hide, but lets do it in a respectful way. This action needs to be present
to all organizers or participants as a peace action with a prayer day for
the Dineh and traditional resistors of Black Mesa. I think having candles
for the thousands who've already been relocated or died from heart break
is a good idea. Banners or signs should be hung where the authorities feel
comfortable with. Their should be a drum or some drums, some music and
songs of peace and about healing for humanity.

Finally, I want to network between the participating sites a press release
that can reflect all our understanding of what it contains and of the
reason why this demo is happening. I like to see the items in the press
release that will mention the plight of the traditional Hopis, and that
this relocation/genocide has also destroyed their culture, also. Maybe one
vital information that should be noted for getting more support is that
the media must investigate for themselves the existing documents that
proves the relocation law was passed in the name of mineral interest. And
this contradicts (heavily) the notion of "an Indian range war" scenario.
Maybe a question should be included, 'Would a corporate and capitalistic
government really take upon themselves to make life better for a couple
thousands of Indians or would this government without hestitant meet the
needs of mineral explorations by the largest coal company in the world?'
However, the understanding must be included that there are hundreds of
traditional Hopis have falling victim to this genocide because this
industrialization has also forced modernization into their ancient
villages.

Well, I'm sure you have much to do then listening to all this all over
again. But I just want to get across what I thought the method of
approach should be. As with my travels to Europe, I will be in Sweden on
Oct. 2nd and after that, I hoping to go into Germany for a brief time to
meet or discuss further efforts. I certainly wish I can visit everybody
and give each other strength of solidarity. Again, thank so much for your

CALAIS (AFP) - Au moins 210 candidats potentiels a l'immigration
clandestine en Grande-Bretagne ont ete places en garde a vue mardi et
mercredi a Calais (Pas-de-Calais) dans le cadre d'un renforcement des
controles frontaliers entre la France et l'Angleterre.

Principal port d'embarquement de l'Europe continentale vers la Grande
Bretagne, Calais constitue une sorte de goulot d'etranglement ou viennent
s' agglutiner les aspirants a la Terre promise qu'est pour eux le
Royaume-Uni.

Le probleme des clandestins a la recherche d'un passage camoufle dans la
remorque d'un poids-lourd y existe depuis des annees, mais il s'est
aggrave depuis plusieurs mois, notamment a cause de la guerre du Kosovo
qui a jete sur les routes des milliers de refugies.

Ces dernieres semaines, plus d'une centaine de personnes, hommes, femmes,
enfants, campaient chaque soir dans un jardin public du centre-ville de
Calais, face a l'Hotel de Ville, dans des conditions sanitaires peu
satisfaisantes.

Le prefet du Pas-de-Calais, Daniel Cadoux, et le sous-prefet de Calais,
Yannick Imbert, avaient annonce ces derniers jours la prise de mesures
visant d'une part a offrir un hebergement convenable a ceux qui ne
peuvent pour diverses raisons etre expulses et d'autre part a empecher
que le port ne devienne un camp d'attente pour les candidats a une entree
illegale en Grande-Bretagne.

Le coup de filet lance mercredi aux petites heures du matin, mais qui
accentue en fait une operation commencee des mardi, repond a ce second
objectif. Il s'est solde par au moins 210 placements en garde a vue.

Sur ces 210 personnes, 18 ont fait l'objet d'arretes de reconduite a la
frontiere, c'est-a-dire d'expulsion, 35 autres, non reconductibles a la
frontiere, ont ete remises en liberte et 157 se trouvaient toujours en
garde a vue mercredi en debut d'apres-midi, a indique M. Cadoux.

Sur ces 157, 52 affirment etre des Kosovars. Les arretes de reconduite a
la frontiere concernent 12 Sri-Lankais, 3 Albanais, un Pakistanais et 2
Algeriens venus d'Allemagne.

La tache des policiers de la PAF (Police aux frontieres) de Calais, qui
ont recu des renforts notamment en interpretes, n'est pas facile. Nombre
des clandestins ne possedent pas de papiers et il leur est facile de
pretendre qu'ils viennent d'un pays dont les ressortissants ne sont pas
expulsables comme la Yougoslavie, l'Irak ou l'Afghanistan. Mais, selon M.
Imbert, meme en l'absence de papiers, la PAF "dispose de certains indices
permettant de determiner le pays d'origine".

L'operation declenchee mercredi ne se limite pas au Calaisis. Les
controles ont ete renforces dans les gares parisiennes et sur les grands
axes routiers menant du sud ou de l'est vers "l'entonnoir" calaisien.

Dans ce cadre, 30 Roumains ont ete interceptes dans la nuit de mardi a
mercredi a la frontiere franco-italienne, a-t-on appris a Calais.

L'un des objectifs semble etre de s'attaquer aux passeurs, appartenant
souvent a la mafia albanaise et qui travaillent non seulement a Calais,
mais aussi dans nombre de pays europeens. Ainsi 45 tziganes roumains
avaient ete decouverts en avril a Amiens (Somme), dans un train de
marchandises allant de Milan en Grande-Bretagne.

L'attrait des clandestins pour le Royaume-Uni vient du fait
que la legislation y est tres souple en matiere d'asile.

ARRAS (AP) -- Deux cent dix personnes en situation irreguliere ont ete
interpellees mercredi dans le Pas-de-Calais dans le cadre d'une vaste
operation anti-immigration clandestine conjointement menee par la Police
aux frontieres (PAF), la gendarmerie, et le service des douanes, a-t-on
appris aupres de la prefecture du Pas-de-Calais.

Pas moins de 157 personnes d'origine albanaise, kosovare, afghane, turque
et irakienne ont ete placees en garde a vue en attendant de faire l'objet
d'une mesure administrative de reconduite a la frontiere.

Ces personnes, interpellees a l'embarcadere du ferry-boat et du tunnel
sous la Manche, etaient pour la plupart en transit en France dans
l'espoir de rejoindre la Grande-Bretagne ou l'examen de statut de refugie
politique est, semble-t-il, juge "plus souple" qu'en France.

L'operation s'est achevee mercredi soir, et a ete accompagnee d'une serie
d' interpellations dans les gares parisiennes dont le nombre n'a pas ete
precise.

la Com=EDsi=F3n de Audiencias P=FAblicas de las FARC-EP,
las madres expresan su opini=F3n sobre la posici=F3n de
ellas y la del gobierno de Pastrana que parece, no
tiene la intenci=F3n de resolver un problema que crece
con el tiempo.

Algunas madres de los soldados hoy en poder de las
Farc-Ep que en Colombia, dicen que existen
ciudadanos de primera y tercera categoria. "Nuestros
hijos son de tercera que les toca poner el cu=85para
defender a los de primera" expresaba una madre con
rabia contenida.

El flamante Secretario General de la OEA y
tristemente recordado " cuando votabamos por la
Constituyente el 9 de diciembre de 1990, este se=F1or
orden=F3 atacar para destruir seg=FAn el santuario de
las FARC, hace poco envi=F3 un mensaje p=FAblico
solicitando la liberaci=F3n de los feligreses de la
Maria retenidos por el ELN l=F3gicamente estos son de
primera y de la elite cale=F1a.

Reciban un saludo c=E1lido de parte de nuestra
organizaci=F3n, del Estado Mayor Central y su
Secretariado Nacional, muy especialmente de nuestro
Comandante Manuel Marulanda V=E9lez.

En vista de que el problema de los Prisioneros de
Guerra va creciendo en n=FAmero y aumenta la angustia
de los familiares de unos y otros con el paso del
tiempo, en medio del desinter=E9s del gobierno y de
los altos mandos militares y de polic=EDa, decidimos
invitarlas para que nos reunamos y compartamos
opiniones sobre este asunto tan urgente.

Queremos entregarles a varias de ustedes los
mensajes de sus familiares y explicarles como se
encuentran ellos. Igualmente recibir los recados de
ustedes.

Lamentablemente debido a que los altos mandos
militares no han aceptado el n=FAmero real de sus
muertos en combate, hay muchas expectativas y
solicitudes de algunas de las madres que nosotros no
podemos satisfacer. Es el caso, por ejemplo, del
combate de Pavarando, en Urab=E1, en el cual murieron
56 militares y el ejercito acepta solo 38; o el de
El Billar, en el cual ocultan 18 bajas mas que
tuvieron.

Ustedes tienen derecho a que alguien les explique
las dificultades y escuche sus opiniones. Hemos
visto, y ustedes mismas nos lo han contado, que de
parte de los altos mandos de las fuerzas armadas ha
habido todo lo contrario hacia ustedes: displicencia
y mal trato, que ha llegado hasta el extremo de la
agresi=F3n f=EDsica como cuando ustedes protestaron en
la Sede del Ministerio de Gobierno.

Para la opini=F3n publica esta claro que el Estado y
los altos mandos militares se oponen radicalmente al
Canje de Prisioneros de Guerra. Algunos
representantes del establecimiento nos han dicho lo
que no le dicen a la opini=F3n publica y mucho menos a
ustedes: que no les conviene el Canje porque tienen
como pol=EDtica no vincular de nuevo a los que han
estado prisioneros. Sencillamente ya no les
interesan esos servidores del Estado, adem=E1s porque
no son de su clase, son gente del pueblo. Argumentan
que con una Ley de Canje le dar=EDan a las FARC-EP un
Estado de Beligerancia, que de hecho, ya tenemos.

Por eso queremos explicarles cual es la propuesta
concreta del Canje teniendo en cuenta las opiniones
de expertos nacionales y extranjeros que afirman que
si es posible.

Tambi=E9n queremos hablar con ustedes acerca de la
confrontaci=F3n armada y de c=F3mo los colombianos
podemos abordar una soluci=F3n, sobre las dificultades
del actual proceso de Paz. En general sobre la grave
crisis nacional en que nos tiene el Estado, el
gobierno y las estructuras sociales y econ=F3micas
injustas.

En Colombia los problemas no son =FAnicamente los que
todos los d=EDas resaltan los grandes medios de
comunicaci=F3n: en nuestro pa=EDs hay un mill=F3n y medio
de desplazados por la violencia Estatal y
Latifundista, decenas de miles de desaparecidos a
manos de organismos estatales y de paramilitares
igualmente ligados al Estado, un 25% de desempleados
sin contar los informales, un mill=F3n y medio de
familias campesinas sin un pedazo de tierra, hay
hambre y miseria, carencia de salud, educaci=F3n,
vivienda y pare de contar.

Bienvenidos entonces. Esperamos que sea fruct=EDfera

Subject: Démocratie municipale

Un petit mot pour vous rappeler la venue de raul pont , maire de porto
alegre, municipalité dans l'état du rio grande do sul, au sud du brésil.
Raul pont est un élu du Parti de travailleurs du Brésil et un militant de
l'organisation Démocratie socialiste (IVe internationale) au sein du PT. Il
donnera une conférence mardi le 24 août à la bibliothèque Gabrielle Roy à
19h à Québec. Il y aura un échange par la suite avec des militants de
comités de
citoyens et la foule. L'essentiel de sa présentation portera sur
l'expérience du budget participatif qu'a implanté le PT dans cette
municipalité.
Une rencontre est aussi prévu à Montréal.
Le tout est organisé par Alternative.
