The importance of activism
for the underdog
Being a politically minded activist can be a thankless job. Just ask
Dudley
Laws or Charles Roach. These men have devoted their lives to fighting for
what they believe in - equal rights for everyone, regardless of race,
creed, colour or economic status.

supports their theory. Even I have a hard time getting behind some of

One person who may have an idea is John Clarke. He's the president
of the Ontario Coalition Against Poverty (OCAP). His group organized the
tent-city homeless protest that happened a couple of weekends ago at Allan
Gardens. Since then, Clarke has taken a beating in the media. (Something
Roach and Laws are also familiar with.)

14 au 15 aout a Ouled Lakhdar, pres de Bouaiche, dans la commune de Beni
Ouenif (wilaya de Bechar) a fait au moins 29 morts et 3 blesses. 10

apres que plusieurs vehicules particuliers, taxis et semi-remorques,

(Reuters, FIDH 16.8) Le Collectif des familles de disparus en Algerie et
la Federation internationale des ligues des droits de l'Homme (FIDH)
appellent les autorites algeriennes a etablir la verite sur le sort des
"disparus" et inviter une mission de l'ONU a se rendre en Algerie. Dans
un communique publie a Paris, la FIDH annonce avoir transmis 537 dossiers
supplementaires au Groupe de travail sur les disparitions forcees des
Nations Unies a Geneve, compose de cinq experts independants, et qui a
deja recu un millier de dossiers, demandant sur chacun des cas des
explications au gouvernement algerien.

ECONOMIE
(AFP 15.8) L'Algerie prevoit une hausse de 50 % de ses reserves en devise
d'ici la fin de l'annee en raison du redressement du prix du petrole,
dont le pays tire plus de 95 % de ses revenus. Le ministere algerien des
finances prevoit que les reserves de devises de l'Algerie passeront de
4,8 milliards 7,1 milliards de US$ a la fin de l'annee, sur la base d'un
prix moyen du baril a 16 US$
excedent de 186 millions de US$ (730 millions d'importations couvertes
par 925 millions d'exportations), ce qui represente une baisse de 2 % des
importations et une hausse de 17 % des exportations par rapport a 1998.
33,61 % des importations sont constituees par des biens d'equipements (en
hausse par rapport a 1998), 28,03 % par des produits alimentaires (en
baisse), 23,91 % par des produits destinee au fonctionnement de l'outil
de production (en baisse). Le principal fournisseur de l'Algerie en
juillet 1999 est la France (24 %), suivie de l'Italie (8,38 %), de
l'Allemagne (8,13%) et du Japon (7,15 %). S'agissant des exportations,
plus de 97 % d'entre elles sont constituees par les hydrocarbures, dont
la valeur (900 millions de US$) est en hausse de 18 % en un an. Le
principal client de l'Algerie est l'Italie (23,25 %), suivie de la France
(19,81 %), des USA (8,63 %) et de l'Espagne (8,19 %).

33 % en 1999 par rapport a 1998, passant de 30 millions de quintaux a 20
millions. Le ministre n'a pas donne d'explications sur les raisons de
cette baisse, qui pourrait etre due a la faible pluviometrie sur les
regions cerealieres. L'Algerie est le premier importateur de ble au
monde, et les cereales constituent 45 % des achats agricoles algeriens a
la France. La chute de la production algerienne devrait entrainer une
hausse des importations, et affecter donc assez lourdement la balance
commerciale (28 % des importations etaient constituees en juillet 1999
par des importations de produits alimentaires).
(AP 16.8) Le Salon international du Livre d'Alger va se tenir du 12 au 30
septembre, apres une interruption de douze ans. 43 editeurs francais, une
dizaine d'editeurs algeriens, ainsi que des editeurs belges,
britanniques, tunisiens, koweitis, syriens, libanais, egyptiens,
marocains, suisses et canadiens seront presents.
(FFS 17.8) Le Front des Forces socialistes estime, dans une declaration
de son Premier secretaire Ahmed Djeddai a l'AFP, que le referendum sur la
loi sur la "concorde civile" est inutile et "s'annonce d'ores et deja
comme un plebiscite", des lors que "la loi sur la concorde civile est
deja en application". Pour le FFS, ce referendum "participe, une nouvelle
fois, d'une volonte de normalisation autoritaire de la societe au
detriment de la democratie et du libre exercice des droits politiques et
civiques". Les socialistes algeriens regrettent qu'"aucun dispositif
serieux reposant sur des objectifs, des echeances et soutenu par des
mesures concretes n'est propose au peuple pour instaurer la paix et
realiser la reconciliation nationale", et qu'"aucune mesure allant dans
le sens de l' ouverture politique et mediatique n'est prise pour
permettre a la societe de debattre et de participer d'une maniere active
au reglement pacifique, politique et democratique de la crise", et estime
que l'on assiste depuis l'election du president Bouteflika "a une
extinction dangereuse de toute vie politique", ce qui "laisse la voie
libre aux ultras des deux bords". Le FFS, qui s' etait abstenu lors du
vote de la loi par l'Assemblee nationale, se declare "cependant attentif
a toute initiative et marque son entiere disponibilite a agir dans la
perspective d'une issue politique, pacifique, democratique et globale a
la crise".
(AP 16.) Six fournisseurs d'acces a l'Internet (cinq prives, dont GECOS,
et un public, TDA) ont recu le 16 aout leur licences d'exploitation au
ministere des Postes et telecommunications. Les licences ont ete
delibrees par une commission ou siegeaient des representants des
ministeres de la Defense, des Affaires etrangeres, des Finances, de
l'Interieur, des Postes et telecommunications, de la Communication et de
la culture, de l'Enseignement et de le racherche et du Commerce. Ces
fournisseurs disposent d'un an pour commencer leur activite. Une
vingtaine de societes s'etaient portees candidates a l'obtention d'une
licence. Jusqu'a aujourd'hui, le CERIST (Centre d'etudes et de recherche
sur l'information scientifique et technique), organisme public, detenait
le monopole de l'acces a l'Internet, avec 5000 abonnes, en majorite des
institutions et des societes. Toutefois, environ 20,000 internautes
algeriens contournaient ce monopole en souscrivant des abonnements aupres
de fournisseurs etrangers.

norteamericanas de exploración geológica, que reconocen la presencia de
petróleo en la Selva Maya (en Chiapas, Guatemala y Belice) pero en muy
bajas cantidades. No obstante, numerosas fuentes y datos hablan de la
presencia en la región de yacimientos petrolíferos gigantes, y tal vez
supergigantes.

London or around the U.K. about the situation out here in the 'American'

and asked large government bodies to stop this relocation. Now, we are
going to turn back to the powers of our Deities of Big Mountain and Black
Mesa and allow them to become the Supreme Judges of Dineh Life."

hereon doing very sacred ceremonies that, vigil participants carry out a
peaceful and honorable demostration. In order to show great respect for
the prayers of the Dineh resistors, the U.S. Embassy security and local
authorities shall be respected as well, and that they should not be
intimindated in any way. We must show them that we, as the true human, can
stand their intents of intimindating us but we are there to pray for them
as well as for the Dineh on Black Mesa. The Embassy security will take any
form of protest at their gates very seriously, but we have to understand
(I'm sure you do) it is because they are afraid of the truth and because
of the many threats and recent bombings. So, our approach must be done
with a great understanding on our part with how we will dress and what
we will say is going to be the representation of the Dineh resistors.

Mercredi 18 Aout 1999 - 19h20 heure de Paris
clandestine en Grande-Bretagne ont ete places en garde a vue mardi et
mercredi a Calais (Pas-de-Calais) dans le cadre d'un renforcement des
controles frontaliers entre la France et l'Angleterre.
Bretagne, Calais constitue une sorte de goulot d'etranglement ou viennent
s' agglutiner les aspirants a la Terre promise qu'est pour eux le
Royaume-Uni.
remorque d'un poids-lourd y existe depuis des annees, mais il s'est
aggrave depuis plusieurs mois, notamment a cause de la guerre du Kosovo
qui a jete sur les routes des milliers de refugies.
Ces dernieres semaines, plus d'une centaine de personnes, hommes, femmes,
enfants, campaient chaque soir dans un jardin public du centre-ville de
Calais, face a l'Hotel de Ville, dans des conditions sanitaires peu
satisfaisantes.
Yannick Imbert, avaient annonce ces derniers jours la prise de mesures
visant d'une part a offrir un hebergement convenable a ceux qui ne
peuvent pour diverses raisons etre expulses et d'autre part a empecher
que le port ne devienne un camp d'attente pour les candidats a une entree
illegale en Grande-Bretagne.
accentue en fait une operation commencee des mardi, repond a ce second
objectif. Il s'est solde par au moins 210 placements en garde a vue.

Imbert, meme en l'absence de papiers, la PAF "dispose de certains indices
permettant de determiner le pays d'origine".
